The full text of the letter is as follows:
Dear compatriots, cadres and soldiers nationwide!
Our country is located in an area where natural disasters, floods and storms often occur.
In the thousands of years of building and defending the country, the struggle to prevent and combat natural disasters has created the resilience of our nation. In recent years, due to the impact of global climate change, natural disasters, floods, and storms have become extremely complex and unusual with increasingly severe scale and consequences, taking the lives of thousands of people, destroying and damaging a lot of property; pushing the lives of people in storm, flood, and natural disaster areas into extremely difficult circumstances.
To proactively prevent, combat and minimize damage caused by natural disasters, storms and floods, I request all levels, sectors, localities, people, cadres and soldiers nationwide to heighten vigilance and sense of responsibility, seriously develop plans and solutions for natural disaster prevention and combat, integrate them with socio-economic development plans, ensure security and order in the area; organize smooth and close coordination between forces, respond promptly and effectively to all natural disaster situations that may occur.
On the occasion of the 66th anniversary of the Traditional Day of Flood and Storm Prevention and Mitigation (May 22, 1946 - May 22, 2012), I cordially wish the people, cadres and soldiers nationwide, the Flood and Storm Prevention and Search and Rescue Command Committees at all levels and sectors to always be ready, united, closely coordinated, and successfully carry out the tasks of flood and storm prevention and control, mitigating damage caused by natural disasters, protecting state assets, people's assets and lives.
Best regards and good luck!
