According to Mr. Thai Khac Ngo, Director of Lam Dong Lottery Company, in the batch of scratch-off lottery tickets issued by the company with codes from DL 110 to DL 119, including 1 million tickets valid until January 31, 2013, there are 100,000 tickets with code DL 116 that have technical errors.
After inspection, the company discovered that these tickets had a defect in the silver coating where it was written “Winning scratch-off location.” The amount of lead coating in this part was processed less, not ensuring safety according to regulations.
Taking advantage of the above loophole, some bad guys used extremely bright lights to check the results before scratching. After choosing the tickets with high prize values (500,000 VND and 5, 25, 35 million VND...) to profit, the bad guys resold the tickets that did not win or won but had low value, causing losses to the buyers.
These scratch-off lottery tickets were printed by Lam Dong Lottery Company using modern technology and techniques at Smart Technology Investment and Development Limited Company (in Ho Chi Minh City).
For now, Lam Dong Lottery Company will temporarily stop issuing scratch-off lottery tickets and work with the printing unit to fix technical errors.
The company has notified the agents and proceeded to recall the number of scratch-off lottery tickets with immediate results, codes from DL 110 to DL 119, currently being issued on the market. At the same time, the company has also stopped issuing the remaining tickets in stock to plan for destruction.
