Recovering 75 billion VND spent on wrong beneficiaries
Minister of Labor, War Invalids and Social Affairs Pham Thi Hai Chuyen said that according to reports from 63 provinces and cities, about 7,000 beneficiaries had their benefits cut due to violations in spending on the wrong beneficiaries, bringing in 75 billion VND to the budget.
These are the figures presented at the thematic conference on reviewing the implementation of preferential policies for people with revolutionary contributions to evaluate the implementation of preferential policies in 2012-2013 and orientation for the coming years, organized by the Ministry of Labor, War Invalids and Social Affairs on November 28.
According to the report of the Inspectorate of the Ministry of Labor, War Invalids and Social Affairs, in 2012-2013, the Inspectorate of the Ministry recommended the recovery of more than 10 billion VND paid to the State budget due to wrongly allocated subsidies, including 9.5 billion VND spent on monthly subsidies. However, according to reports from localities, so far only more than 500 million VND has been recovered.
Through inspections nationwide, many violations by localities in implementing preferential policies for people with meritorious services have been discovered. In particular, in the work of receiving and reviewing documents, the Ministry's inspectorate discovered that 609/7,460 documents had errors, accounting for 8.16%.
The main types of errors discovered were forgery and falsification of war invalid records to enjoy preferential treatment, forgery of original documents proving participation in the resistance war such as erasure, correction, and writing additional areas of operation... Regarding records of toxic chemicals, the Ministry's inspectors also discovered medical records with falsified medical records, subjects who did not undergo treatment for diseases and disabilities related to exposure to toxic chemicals according to the list of diseases and disabilities prescribed in Decision 09/2008/QD-TTg...
Faced with the above violations, Minister Pham Thi Hai Chuyen directed localities to carefully discuss the causes and ways to minimize violations and negativity.
Regarding fake documents, the Minister said that depending on the level of violation, appropriate measures will be taken, and some cases have even been prosecuted. Currently, the Ministry of Labor, War Invalids and Social Affairs is implementing the inspection conclusions and considering the responsibility of those who committed the violations.
Minister Pham Thi Hai Chuyen emphasized that the policy for meritorious people is a major policy with a large number of subjects, especially after the amendment of the Ordinance on Incentives for Meritorious People in 2012, both meritorious people and policies have been added. Therefore, agencies and sectors need to have close direction in implementing this policy.
For cases where original records are no longer available or where records are in backlog, on October 22, 2013, the Ministry of Labor, War Invalids and Social Affairs and the Ministry of National Defense issued Circular 28 providing guidance on handling cases where original records are lost.
As for the files of Agent Orange victims that are still pending and have not been resolved, there are instructions according to the Joint Circular of the Ministry of Health and the Ministry of Labor, War Invalids and Social Affairs on the process of establishing and assessing the disability rate for the subjects to receive benefits.
These new guiding circulars are being specifically guided for localities to implement in accordance with regulations and target the right beneficiaries./.
