Explaining the situation of mountainous people lacking land for production that has been going on for many years now while the agricultural and forestry farms have too large land areas and are ineffectively managed, not commensurate with their potential, Mr. Ho Ngoc Sy said that through periods and stages, especially after Decision No. 268/QD-TTg dated October 31, 2005 of the Prime Minister approving the project to renovate agricultural and forestry farms in Nghe An province, the agricultural sector has made efforts to advise the Provincial People's Committee to reclaim land areas for local management and hand them over to people for production.
Specifically, the land of the forestry farm will be returned to the locality, converted into a protective forest management board and allocated to the project: 420,356.38 ha, equivalent to about 85.3% of the management area before Decision No. 82/2002/QD-UB. The expected land area to be recovered from the forestry farm will continue to be returned to the locality and allocated to projects approved by the Provincial People's Committee, which is 9,044.7 ha. This is a great effort of the agricultural sector.

However, the Director of the Department of Agriculture and Rural Development also admitted that currently, the forestry farms still manage a fairly large area (about 72,615.26 hectares), and the efficiency of land use is not commensurate with the potential of the land. The agricultural sector's leaders said that the reason is due to the perception of some officials, especially business leaders, who are still conservative, clinging, and slow to change their thinking to suit the current market mechanism.
The reorganization of agricultural and forestry farms is mainly a formality (name) without fundamentally changing the management and corporate governance mechanism. Investment resources for production, technological innovation and market research are still limited. Many companies contract land to workers but are lax and cannot manage the contract. In addition, the mechanisms and policies are not consistent, not close to reality, and have not promptly resolved difficulties for enterprises. The directing organizations are not resolute and still evasive.
The solution proposed by the agricultural sector is to continue reviewing the land area that the forestry farms are managing to transfer to localities; Innovating the management mechanism of forestry farms towards equitization of state-owned enterprises according to a roadmap and appropriate steps to change the management mechanism and mobilize resources for investment and development in each forestry farm; creating a proactive and creative position and attaching responsibility to the management apparatus of forestry farms in organizing production and business, especially the effective use of assigned land.

Regarding the issue of inadequate state management of forestry land, allowing violations to occur, the Director of the Department of Agriculture and Rural Development explained that the main reason was that some districts and communes had not strictly managed the forestry land fund in the area; The work of directing, urging, and guiding the review and separation to determine the land fund that needs to be recovered and handed over to local authorities for management and use has not been done regularly. At the same time, the solution is to review and adjust the forestry land planning, the planning of 3 types of forests to suit the reality; Speed up the review progress, the land area of agricultural and forestry companies that are managing and using in the whole province to complete the procedures and documents to switch to the form of land lease according to regulations to raise awareness and responsibility of land users. Propose the Provincial People's Committee to reclaim part of the land (ineffective use, misuse, no need to use...) that the State Forestry Enterprises are managing and using to hand over to the locality, hand over to the people for production according to planning and law.
Immediately after Mr. Ho Ngoc Sy's answer, at the question and answer session, many delegates also asked the Director of the Department of Agriculture and Rural Development to specifically answer about the shortcomings in organizing land auctions in localities. Answering the question of delegate Nguyen Chi Nham about the process of counting and promoting the implementation of land leasing of forestry farms after converting into LLCs according to the provisions of the Land Law, in order to enhance the responsibility and effectiveness of land management and use of forestry farms, to what extent has the Department of Agriculture directed the implementation? Mr. Ho Ngoc Sy frankly said that this issue is currently not being implemented closely, lacks synchronization and is facing many difficulties and obstacles, and promised to focus on doing it to the fullest in the coming time, and any unit that does not complete will be inspected and have specific solutions. Leaders of the Departments of Justice and Natural Resources and Environment also participated in clarifying the contents related to the industry and their localities.
Responding to questions about the inadequate management and use of land at the Youth Volunteer Corps, allowing violations to occur, Mr. Ho Ngoc Sy explained that the main responsibility lies with the Captains of the Youth Volunteer Corps for not performing well in their role as project investors. The Provincial Youth Union and the Provincial Youth Volunteer Corps Command have not performed well in their duties as superior management agencies, and have not coordinated with state management agencies in inspecting and directing the activities of the Corps, especially in land management and use.

Regarding this issue, Mr. Nguyen Dinh Hung - Secretary of the Provincial Youth Union also clarified the shortcomings and weaknesses in land management and use of the Youth Volunteers - Construction Teams. When implementing the project, the teams have not carried out procedures for measuring and making statistics on land types for use; have not made detailed land use plans and plans to submit to competent authorities for approval. Have not carried out procedures for converting land use purposes from agricultural land to non-agricultural land; have not prepared documents to request competent authorities to issue land use right certificates for the land area for building headquarters, public works and land allocated to individual team members for housing and production. Self-allocating land to team members' households for residential land and garden land without a detailed approved plan, contrary to the authority and regulations of the land law.
To overcome the above difficulties, the Director of the Department of Agriculture and Rural Development proposed a number of solutions such as allowing procedures to change the purpose of use from agricultural land to residential land according to the quota for households of team members in the team project area; changing the purpose of use of land for specialized land areas such as: land for building headquarters, public works.
