Revoke investment certificates of ineffective and slow-progressing projects
(Baonghean) To overcome the limitations and weaknesses in management, investment and environment of economic zones (EZs), industrial parks (IPs) and industrial clusters (ICs), on March 2, 2012, the Prime Minister issued Directive No. 07/CT-TTg on rectifying the management and improving the operational efficiency of EZs, IPs and ICs.
In this Directive, the Prime Minister assigned the Ministry of Planning and Investment to act as the focal agency, coordinating with relevant ministries, branches and localities to direct and guide the implementation of infrastructure construction of economic zones, industrial parks and industrial clusters on schedule according to approved planning and ensuring quality according to regulations; diversifying forms of mobilizing investment capital sources to develop infrastructure of economic zones, industrial parks and industrial clusters.
Resolutely handle projects in economic zones, industrial parks, and industrial clusters that operate inefficiently and do not comply with legal regulations; consider revoking investment certificates for projects that are not implemented in accordance with regulations, are not implemented or are behind schedule in the construction of infrastructure, factories, and equipment, and have requested multiple extensions; require industrial parks to immediately complete centralized wastewater treatment systems that meet environmental standards.
Attracting investment into economic zones, industrial parks and industrial clusters must be done selectively, with industry orientation suitable to the development conditions of each locality; prioritizing attracting supporting industries, projects with advanced, modern and environmentally friendly technology; focusing on industry linkages in the development of economic zones, industrial parks and industrial clusters...
