Attracting import-export businesses: Creating revenue for the budget

That reality requires functional levels and sectors to have appropriate solutions and methods to attract enterprises to participate in import and export, creating a large source of revenue for the state budget.

That reality requires functional levels and sectors to have appropriate solutions and methods to attract enterprises to participate in import and export, creating a large source of revenue for the state budget.
Recently, some imported goods for production (iron, steel) have decreased because the General Department of Transport 4 no longer registers declarations at the Nghe An Customs Department. At the same time, due to changes in mineral export policies and the sharp decrease in demand for natural stone and paving stones from foreign partners, the quantity of these exported goods has also decreased. In addition, some hydropower plants have not been implemented, so the budget revenue from importing machinery and equipment has decreased significantly...
These factors have become a great "pressure" for the Customs sector in performing the task of collecting budget for the State. However, the Customs sector has boldly innovated management, reformed administrative procedures, shifted from manual management to modern management according to the risk management program to ensure goods are cleared quickly, through the application of electronic customs procedures, training on business processes used in the VNACCS/VCIS System. Regularly organize business dialogue conferences to promptly resolve problems in import and export; Advise the Provincial People's Committee on wood import through secondary border gates and openings in the area. In particular, relevant levels, sectors and Nghe An Customs have directly worked with the Vietnam National Petroleum Group on the plan to import goods in Nghe An, with that approach creating a large source of revenue for the province.

Mr. Cao Viet Dong - Head of Business Department, Nghe An Petroleum Joint Stock Company said: "Previously, the amount of imported petroleum into Nghe An was limited, but from the beginning of 2013 until now, Vietnam Petroleum Group has facilitated the company to import petroleum in large quantities in Nghe An. In 2013, the imported petroleum output was 57,668m3, thanks to which, the company paid more than 285.6 billion VND in tax to the State". With that result, Nghe An Petroleum Joint Stock Company has become one of the enterprises that contribute greatly to the state budget through import and export.
With the change in the way the Customs sector attracts import-export enterprises and related levels and sectors to create favorable conditions for production and business units to operate effectively, such as the Industry and Trade sector regularly organizes trade promotion campaigns, promotes products abroad, or the Banking sector offers preferential interest rate support packages for enterprises to access capital sources to develop the import-export sector. Ms. Nguyen Thi Thu Thu - Director of the State Bank of Vietnam - Nghe An Branch said: "In the past time, credit institutions have supported enterprises operating in the import-export sector, thanks to which the total outstanding debt for import-export is currently 1,111 billion VND, accounting for 1.17% of the total outstanding debt. Obviously, with that capital source, it has created favorable conditions for enterprises to operate effectively". By synchronously implementing those solutions, more and more units are participating in import-export through Nghe An.
It is known that currently in our province, there are 284 enterprises participating in customs procedures, including 8 state-owned enterprises, 263 private enterprises, LLCs, JSCs and 13 enterprises with 100% foreign capital. The main export items are cement, proximum roofing sheets, iron and steel of all kinds, floor tiles... produced in Vietnam. Iron ore, manganese ore, processed white limestone, acacia wood chips, tapioca starch, stone, stone powder of all kinds... And imported goods are spare parts for cars, 2-wheeled motorbikes, mogas, diesel oil, soybean meal, fertilizer, refined palm oil in granular form, soybean olein oil, round wood, sawn wood of all kinds, chemicals, plastic beads...
In 2013, there were 9,144 vehicles entering and exiting the country (an increase of 1,167 vehicles compared to the same period in 2012), of which 4,086 vehicles exited the country, 5,058 vehicles entered the country and 7,398 declarations were registered for procedures (an increase of 2,206 declarations compared to the same period in 2012). Thanks to that, the import-export turnover reached more than 561.4 million USD (an increase of 20% compared to the same period in 2012). The revenue for the State budget of Nghe An Customs Department was more than 854.1 billion VND (reaching 118.6% of the assigned target), of which the revenue from import was nearly 187.7 billion VND, the revenue from export was 86.6 billion VND, the revenue from VAT was more than 525.5 billion VND, the special consumption tax was more than 34.2 billion VND...
Mr. Chu Quang Luan - Director of the Customs Department said: "To facilitate businesses when participating in the field of import and export, Nghe An Customs has promoted the implementation of electronic customs procedures, so in 2013, at Vinh Customs Branch, Port Customs Branch and Nam Can International Border Gate Customs Branch, there were 5,225 sets of electronic customs declarations (accounting for 70.6% of the total number of declarations in the whole department), including 1,898 green channel declarations, 2,726 yellow channel declarations and 601 red channel declarations with import and export turnover reaching over 399.7 million USD. In particular, to meet the tasks of the Customs sector in the new situation, Nghe An Customs has been effectively implementing the VNACCS/VCIS project. It has provided detailed training on business processes in the VNACCS/VCIS system for all officers and businesses, and supported digital signature registration for businesses. Import and Export, and successfully tested the VNACCS/VCIS electronic customs system.
In the context of many difficulties in import-export activities, relevant levels and sectors have taken timely measures, creating positive changes in import-export, increasing revenue for the state budget...
