Removing difficulties and attracting labor for enterprises and FDI projects in the province is a regular and continuous task to meet the increasing demands of investors. This requires the efforts of enterprises, related industries and human resource training facilities...

Create peace of mind and attachment for employees

At the Conference on labor supply and demand for enterprises and FDI projects in Nghe An province held last July, representatives of departments, branches and localities emphasized that the difficulty for enterprises in recruiting and retaining workers is mainly due to the low wages and incomes paid by enterprises in the province compared to those in the provinces and cities in the North and South; and the conditions for food, accommodation and working environment are not guaranteed. Therefore, enterprises need to have plans to attract and retain workers by improving salary regimes, working environment and living conditions.

In recent times, to increase competitiveness in labor recruitment and meet the number of workers needed, some businesses have made efforts to improve their salary policies. For example, Everwin Precision Vietnam Co., Ltd. has adjusted its salary and benefits to be slightly higher than other companies in VSIP Industrial Park, with incentives and incentives for those with higher performance. As for VietGlory Co., Ltd., after the strike in October 2023, the company's Board of Directors has made efforts to improve the income of more than 8,300 workers.

During a meeting with the Nghe An Provincial Labor Federation at the end of July, General Director of VietGlory Company Limited - Mr. Yao Xiao Quan informed: "Recently, although the Government started applying the new salary level from July, our company has adjusted and applied it from April, which makes employees very excited."

However, representatives of these enterprises said that the province needs to have fundamental solutions such as prioritizing investment resources, building essential traffic infrastructure projects; synchronous social infrastructure to reduce logistics costs and other costs for enterprises so that enterprises can have conditions to increase labor costs, ensuring that the income of workers working in the province is nearly equal to or equal to that of other provinces and cities across the country; creating all favorable conditions to attract foreign experts and workers from other provinces to work and live in the province.

Besides the issue of wages, Mr. Vi Ngoc Quynh - Deputy Director of the Department of Labor, War Invalids and Social Affairs said: In order to attract and retain workers in enterprises and attract workers from industrial parks outside the province, the province needs to be determined and focus on accelerating the progress of social infrastructure projects, taking care of social security for workers such as social housing policies, health check-up conditions, kindergartens for children of workers in concentrated industrial parks; housing for experts... (reducing travel costs, renting accommodation, sending children, ensuring traffic safety)...

In the list of recommendations sent to the Provincial People's Committee, a business once frankly said: "Except for a few places in the province, most industrial parks do not have nearby residential areas, moreover, factories (far from residential areas) do not have dormitories (social housing) nearby. If a business needs 5,000 workers or more, the demand for human resources will be very large, causing many difficulties in recruitment. Relatives and families of workers will therefore find it difficult to move in due to the lack of schools, hospitals... What challenges will investors face in recruiting large numbers of workers for the long term? Therefore, it is recommended that the government research and promote the integrated construction of industrial parks attached to residential areas."

This is also mentioned a lot in the meetings between leaders of FDI enterprises, trade unions and local authorities. However, subjective and objective problems have caused this proposal to remain on paper, while the trade union facility and social housing for workers, which have been highly anticipated for many years, have yet to be completed.

In addition to the recruitment problem, retaining workers after recruitment is also an issue that needs special attention. Building a healthy, stable working environment and harmonious labor relations is the answer that everyone knows, but not everyone can do it. At Wooin Vina Nghe An Co., Ltd. (Dien Chau), there are many workers who have been with the company for over 15 years. In recent years, this enterprise has become famous for many meaningful programs for workers, typically maintaining the flag-raising ceremony at the beginning of the week in the red flag with yellow star for many years.

At Kido Vinh Company Limited (Do Luong), the company's leaders not only agreed to establish a Party cell but also wanted workers to see the enterprise as a big family... All of the above enterprises are not the highest-paying FDI enterprises, but they are certainly the enterprises that make the most effort to care for and pay attention to their workers, and understand the pride, self-respect, and frankness - characteristics of Nghe An workers. The human resources, business, and production issues in these enterprises are also considered stable even though there are many new companies and factories springing up around them with more attractive policies.

Strengthening cooperation and connection to create labor resources

At the Conference on labor supply and demand for enterprises and FDI projects in the province held last July, Vice Chairman of the Provincial People's Committee Bui Dinh Long suggested that relevant sectors and localities need to organize job transaction activities to connect labor supply and demand in accordance with each locality to create conditions for workers, especially workers participating in unemployment insurance, workers in rural areas, and workers in border communes to access and grasp information about jobs and the labor market, thereby having career orientation and choosing a career that suits their abilities and aspirations.

Along with that, strengthen vocational training, skills training associated with foreign languages, especially English and Chinese to support workers to have sustainable jobs. Promote links between businesses and training facilities, improve training efficiency, solve employment, ensure close interests of all 3 parties: Businesses, training facilities and workers.

In fact, in recent times, many FDI enterprises in the province have made efforts to connect with universities and colleges inside and outside the province to find human resources. For example, Everwin Precision Vietnam Company, in addition to taking advantage of the State's recruitment network, this enterprise also widely uses its own network to cooperate with universities and colleges so that recruitment information can reach human resources more easily. On average, the company can recruit more than 10 workers per day. However, compared to recruiting ordinary workers, recruiting and finding technicians is much more difficult.

Mr. Xie Jin Qiang - Human Resources Director of Luxshare ICT Company believes that universities and colleges in the area should provide vocational training for students while they are still in school, both providing professional training and Chinese language training, training according to the expertise needed by businesses, and strengthening cooperation between investors and schools in training workers such as internships, exposure to equipment and machinery so that when they graduate they can be proficient in their jobs.

According to Mr. Hoang Sy Tuyen - Head of Vocational Education Department, Department of Labor - Invalids and Social Affairs, in recent years, in the face of the wave of FDI attraction in the province, educational institutions and vocational training institutions in the area have begun to innovate training programs, build goals and vocational training program content close to the practical requirements of enterprises and the needs of the labor market. A typical example is the Vietnam - Korea Industrial Technical College, the work of linking, cooperating in training, and solving employment with enterprises inside and outside the province has always been focused on by the school. In recent years, the school has connected with more than 50 enterprises to send students for internships, introduce and arrange jobs. Even in the past 2 years, many FDI enterprises in the province have come to the school to discuss recruiting graduating students and especially "ordering" training of high-tech workers.

However, only a few vocational training institutions in the province have such effective connections. For most vocational training institutions, the connection with businesses only stops at organizing internships for students and providing labor after graduation, but there is no coordination in compiling textbooks, content and teaching methods... to make the training program match the needs of businesses, especially FDI enterprises that require high-quality labor resources.

Regarding this issue, Mr. Le Tien Tri - Head of the Southeast Economic Zone Management Board said: "The training cycle of high-quality human resources is equivalent to the time to implement investment and project construction. If right from the beginning of project investment and construction, the coordination between the school and the investor is timely to cooperate and plan human resource training to meet the actual needs of the project as soon as the project begins production and business activities, the lack of human resources will no longer be a difficult problem for FDI enterprises".

Mr. Le Tien Tri also said that currently, the lack of human resources in both quantity and quality only occurs at a certain time due to sudden increase in demand. “When people's awareness and viewpoint gradually change from "leaving agriculture, leaving home" to "leaving agriculture, not leaving home", vocational training facilities have time to change to adapt to the needs of the labor market, along with the coordination and support from the provincial government, the problem of lack of labor resources in both quantity and quality will no longer be a difficulty for businesses, especially FDI enterprises that have been investing in Nghe An province", Mr. Tri emphasized.
