Attracting talent is difficult, retaining talent is even more difficult!

Implementing the Government's administrative reform program and gradually building a team of civil servants to meet the socio-economic development requirements of the province, Nghe An Provincial People's Committee has issued a number of documents regulating policies to attract highly qualified workers, the most recent of which is Decision 30/2007/QD-UB dated April 30, 2007 on a number of regimes and policies to support and attract high-quality human resources in the period 2007 - 2010.

Implementing the Government's administrative reform program and gradually building a team of civil servants to meet the socio-economic development requirements of the province, Nghe An Provincial People's Committee has issued a number of documents regulating policies to attract highly qualified workers, the most recent of which is Decision 30/2007/QD-UB dated April 30, 2007 on a number of regimes and policies to support and attract high-quality human resources in the period 2007 - 2010.

After a period of implementation, it attracted 359 people (1 PhD, 19 masters, 41 excellent graduates, 212 regular graduates with good grades (majoring in Science and Technology) and 86 regular graduates with average grades (serving mountainous areas).

Nghe An province has a large land area and a large population, a tradition of studiousness and good learning; its development position is strongly oriented towards the center of the North Central region in a number of fields; but compared to many other localities in the country, we have fallen behind in the strategy of attracting and using talented people. Lack of talented people and lack of enthusiasm of talented people - that can be affirmed to have contributed to our province losing many points in the assessment of socio-economic development in recent years compared to other localities.neighboring provinces and many other agricultural provinces in the country. Building new mechanisms and policies to attract and use talented people in our province, so although referring to and applying some provinces that have done it effectively, in our opinion, there should be more outstanding and obvious incentives to quickly demonstrate the good will and determination to use talented people properly and well for development.


However, the problem is that attracting talented people is difficult, but retaining talented people is even more difficult. In recent years, many young intellectuals with qualifications, capacity and practical contributions have left state agencies and enterprises to work for the private sector or go to other provinces; and they have been able to develop their abilities well and enjoy the fruits of their labor.


Should the Provincial People's Committee add regulations to assign responsibility for retaining talented people in order to make them truly dedicated and dedicated to long-term contributions to organizations and sectors for the common development of the province in this time of building policies and mechanisms to attract and use talented people?
