According to Deputy Minister of Home Affairs Nguyen Trong Thua, besides the advantages, administrative reform in 2017 still has 4 major shortcomings and limitations that need to be resolutely directed to overcome in the coming time.
First of all, the quality of legal documents in some areas is still limited. The work of monitoring law enforcement still has some shortcomings, lacks resources for implementation, and has not attracted the participation of individuals, socio-political organizations and other social organizations.
The Deputy Minister of Home Affairs also assessed: The publication of administrative regulations and administrative procedures on the websites of a number of ministries, branches, and of a number of provincial-level specialized agencies and district-level administrative units in a number of localities has not been fully implemented.
Administrative procedures in some areas are still cumbersome and complicated, and need to be further reviewed and simplified; delays in handling and returning results of administrative procedure records are still common in some key areas, such as: Land, Construction, Labor - Invalids and Social Affairs.

Deputy Minister Nguyen Trong Thua also pointed out the current situation, many localities still have problems in connecting software at the Public Administration Center and the receiving and returning results department with specialized software, such as the fields of: Land, police, tax...; leading to difficulties in sharing information data to monitor and urge the settlement of administrative procedures for people and businesses. The implementation of the activities of the local one-level Land Registration Office still has many limitations and shortcomings.
The leaders of the Ministry of Home Affairs also said that the progress of implementing some important tasks and solutions stipulated in Resolution No. 36a/NQ-CP is still slow, not meeting the requirements, such as not proposing a suitable financial mechanism for investment, applying information technology, establishing basic information systems for e-Government development; the provision of online public services has only just begun to be deployed, the results achieved are still limited (few users, the number of documents sent/received online is not high). The promulgation of the e-Government Architecture at the ministerial and provincial levels is still slow, not meeting the requirements.
In some agencies and units, the direction and operation through the electronic environment has been thoroughly implemented, limiting the use of paper documents, improving management effectiveness, labor productivity and reducing administrative costs. However, the use of document management and operation systems in many places has not brought high efficiency, mainly used only for sending and receiving documents, supporting clerical work, but has not yet performed the functions of management, direction and operation via the network./.
