Deputy Minister of Agriculture and Rural Development inspects Ban Mong Reservoir project
(Baonghean.vn) - On the morning of December 2, a working delegation from the Ministry of Agriculture and Rural Development led by Deputy Minister Nguyen Hoang Hiep had a working session with the Provincial People's Committee on the implementation of the Ban Mong Reservoir project, phase 2.
Receiving and working with the delegation were comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and localities.
The Ban Mong Reservoir Project is a multi-purpose irrigation project, having a great impact on the economy, politics and society of the Western Nghe An province; an area with fertile soil conditions, rich potential for developing high-tech agriculture, organic agriculture, fruit trees, medicinal plants...

Phase 1 of the project has basically completed the cluster of key works, creating a lake with a water level of +63.6m. The canal system that takes water directly from the lake has completed the technical design and basically completed the construction protection design. 8/27 pumping stations taking water from Hieu River have been completed.
To promote the effectiveness of the investment in phase 1 of the Project, the province proposed to invest in phase 2 of the project with a total investment of VND 2,671.9 billion. Phase 2 of the project focuses on building the main canal system, including 5 routes with a total length of 57.7km; building 12 pumping stations to the main canal system with a length of 42.6km. The beneficiary area of the Ban Mong Reservoir Project phase 2 belongs to 3 districts and towns: Nghia Dan, Quy Hop, Thai Hoa with a natural area of about 169,220 hectares, agricultural land of 60,265 hectares.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu clearly stated the province's viewpoint: The most important task at this time is to focus on completing phase 1 of the Project to have a reservoir with a capacity of 225 million m3, ready to store water. Currently, the project has completed 8 pumping stations, serving irrigation for nearly 3,100 hectares. According to the design, the project still has 12 pumping stations to be built, but it needs to be reviewed according to reality, if not really necessary, it can be stopped to save resources to build other items. In phase 2, the province will focus on investing in completing the main works, building the main canal, and the branch canal will be built later if necessary.
In addition to the contents related to the Ban Mong Reservoir project, the province also proposedMinistry of Agriculture and Rural Developmentinterested in Khe Lai - Vuc Mau project; research to allow the construction of Lam River dam to combat desertification in the South Hung Nghi area.

After listening to the opinions of the meeting participants, Deputy Minister Nguyen Hoang Hiep said that the first phase of the project is currently short of about 1,500 billion VND. Currently, the Prime Minister is assigning the Ministry of Planning and Investment to review the tasks of the first phase of the project.
The Deputy Minister suggested that the province and the consulting unit need to unify a number of viewpoints to report to the Government and the Prime Minister.
The consulting unit does not have to worry about how to ensure enough irrigation for an area of more than 18,000 hectares. The task of Ban Mong Reservoir is not only to serve the irrigation of rice crops, but this is a multi-purpose irrigation project. If the irrigation area for rice is reduced, it is a good thing because it will increase the value of other crops when implementing the conversion of crop structure.
According to the Deputy Minister, after reviewing, the irrigation task of the Ban Mong Reservoir project has changed, part of the rice growing area has been converted to rubber trees, industrial land, service land... The irrigation task has reduced the rice growing area, but increased the water service for domestic use, industrial production and source creation.
In addition, the increase in the area of gravity irrigation from more than 2,000 hectares according to the initial target of the Project to more than 7,000 hectares has shown great efficiency. Phase 2 has been approved for investment policy, trying to focus on construction to complete the Ban Mong Reservoir Project in 2025.

Regarding the proposal to build a dam on the Lam River, Deputy Minister Nguyen Hoang Hiep said that the Ministry of Agriculture and Rural Development agreed to do so, but asked the province to calculate so that the project can overcome the limitations of the Nam Dan 2 culvert project as well as help eliminate the drought in the Nam Hung Nghi area, and at the same time, research must be done to build the Lam River dam as a multi-purpose project. To be allocated investment capital, the province needs to include this project in the provincial planning or the planning of the Ministry of Agriculture and Rural Development./.
