Prime Minister: 'People know everything officials do'
“People have told me many times that you are right, but has your system changed, has it really served the people better? Or is it that a group of officials and civil servants are still corrupt?” the Prime Minister said.
On the morning of August 17, Prime Minister Nguyen Xuan Phuc chaired a conference to review state administrative reform in the 2011-2015 period and set out directions and tasks for the 2016-2020 period.

At the beginning of the Conference, the Prime Minister frankly suggested: "I want to hear straight talk, speak honestly, talk about the most thorny and complicated issues currently in the apparatus, in the team of civil servants, in our institutions and laws."
Emphasizing the determination to build a creative, honest, and decisive government to serve the people and serve development, the Prime Minister said: “People have told me many times that what you said is very right, but has your system changed, has it really served the people better? Or is it that a group of officials and civil servants are still corrupt? If we only shout at the top, then at the provincial level, but the rest of the lower levels do not change, it will not work.”
The head of the Government said that "no matter how much we talk about reform, the cadres are the ones who decide", so we must promote reform from the central level down to the provinces, districts, communes and even to the residential areas.
“I would like to tell you, comrades: People know what officials do, it’s not that they don’t know. We must understand that to enhance our responsibility,” the Prime Minister emphasized.

“Has the socialized health sector been successful? It is the patients who support doctors and health workers. So what attitude should be taken to satisfy patients? Similarly, officials and civil servants from the grassroots level up all receive salaries from the people's tax money, not from anyone else,” said the Prime Minister.
Referring to the construction of e-Government, the Prime Minister requested ministries, branches and localities to widely apply information technology in administrative reform, so that Government leaders can talk directly with communes, while increasing publicity and transparency in the operation of the apparatus.
According to Minister of Home Affairs Le Vinh Tan, one of the top tasks of state administrative reform in the 2016-2020 period is to continue to perfect the institutions and laws of the administrative system, laws on protecting human rights, basic rights and obligations of citizens in accordance with the 2013 Constitution. Promote the simplification of administrative procedures. The satisfaction level of people and businesses in handling administrative procedures will reach over 80% within the next 5 years...
