On May 17, the Government Office issued Official Dispatch No. 179-TB/VPCP, announcing the concluding opinion of Prime Minister Nguyen Tan Dung at the National Conference on public reception, complaint and denunciation settlement.

The notable content in this document is that regarding land recovery, the Prime Minister requires strict implementation, must be based on planning and properly implemented with approved planning, and made public for people to know. In particular, land recovery for the construction of economic zones and commercial urban areas must be strict, clear, public, and transparent from the planning step to approval, land recovery decision and compensation plan, support, resettlement arrangement; must be appraised, ensure compliance with policies, laws, close to reality and must create consensus of the entire political system, support of the majority of people.




In cases where compulsory recovery is required, there must be a strict and legal plan.

When making plans for compensation, support, and resettlement, the Vietnam Fatherland Front and the Farmers' Association must be invited to give their opinions and persistently mobilize people to comply. In cases where forced land acquisition is required, there must be a strict and legal plan; absolutely no use of weapons or military forces to participate in enforcement.

The Prime Minister requested that functional agencies and authorities at all levels need to develop a system for receiving citizens, resolving complaints and denunciations, and a scientific, reasonable, and clear coordination mechanism so that people can monitor and supervise, limiting incorrect, negative, and selfish implementation; it is necessary to arrange for virtuous and qualified officials to regularly perform the work of receiving citizens, resolving complaints and denunciations.

For complaints and denunciations, especially long-standing and complicated cases, the Prime Minister requested that they be posted on the Government's Electronic Information Portal and the Ministries, branches and localities for common use in receiving citizens and resolving complaints and denunciations.

The Prime Minister also emphasized that People's Committees at all levels, especially local authorities, must proactively grasp the situation, not allowing mass complaints to occur; must have measures to prevent and resolutely fight according to the law against those who take advantage of inciting, inciting or for personal gain, even collecting money, "sharing" people's money;

In case of mass complaints, competent and responsible persons must be assigned to mobilize citizens to return to their localities, and central authorities must coordinate with localities to consider and resolve specific issues; must both mobilize and persuade people and fight against and handle bad elements who lead, incite, and incite.

Regarding 528 complicated, pending, and prolonged complaints and denunciations, the Prime Minister requested the People's Committees of provinces and cities and all levels of government to focus on closely directing and resolving each specific case; to compile a complete file of information, on that basis, to establish an Advisory Council for appraisal. If the resolution is wrong, the shortcomings must be admitted and re-settled in accordance with the provisions of law; if there is no mistake, the conclusion must be made and publicly announced for all people to know.


In cases of difficult living conditions, there are specific support policies; publicized on mass media and updated, connected to the network so that central authorities have complete information and consistent responses.
