Prime Minister directs to create conditions for fishermen to build iron-hulled boats
The Government Office has just issued Notice 232/TB-VPCP conveying the Prime Minister's Conclusion at the meeting on the production and business situation of the Shipbuilding Industry Corporation; the situation of building coast guard ships, fishing control ships and the mechanism for building iron-hulled ships for fishermen.

Under the direction of the Prime Minister, the Shipbuilding Industry Corporation needs to continue to direct and organize the implementation of maintaining production and business; focus on solving difficulties, increasing transactions to sign shipbuilding contracts, creating more jobs for workers, contributing to stabilizing their lives, and at the same time, directing the acceleration of the equitization process of the parent company and enterprises retained after restructuring, and restructuring the workforce according to current mechanisms and policies.
Implement good and effective corporate governance; promote the implementation of programs and projects with policies and plans.
Regarding the construction of fisheries surveillance ships, the Prime Minister requested the Shipbuilding Industry Corporation to urgently study and propose to investors to supplement designs and equipment for new shipbuilding projects, including two large fisheries surveillance ships, small fisheries surveillance ships under completion and ships in operation; ensuring that fisheries surveillance ships operate safely and are used effectively.
Regarding the construction of iron-hulled ships for fishermen, the Prime Minister noted that the principle of building iron-hulled ships for fishermen is to ensure safety and economic efficiency, so the implementation measures must be solid; the design and selection of iron-hulled ship models must be suitable to the needs and tastes of fishermen. When implementing the pilot mechanism for building iron-hulled ships, relevant agencies must consult with fishermen and the pilot ships must have ship owners before construction so that they can supervise and hand them over for operation immediately after completion.
Regarding the financial mechanism for building iron-hulled ships, support the pilot financial mechanism for building 10 iron-hulled ships for fishermen. Fishermen can borrow capital to build ships with a maximum interest rate of 3%/year, the state supports 70%, fishermen contribute 30% of the insurance premium of the vehicle owner. The vehicle owner can use the vehicle as collateral at credit institutions according to regulations.
The Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant agencies to promptly complete the draft on a number of mechanisms and policies for fisheries development, including mechanisms and policies to support fishermen in building iron-hulled ships, and submit it to the Prime Minister for consideration and decision./.
