The Prime Minister directed the implementation of arrangement and handling of headquarters and facilities when implementing the arrangement of administrative units at all levels.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 68/CD-TTg dated May 20, 2025, directing ministries, branches and localities to deploy the arrangement and handling of headquarters and facilities when implementing the arrangement of administrative units at all levels.

To ensure a comprehensive review and rearrangement of headquarters and facilities that have been equipped in accordance with the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model according to Conclusion No. 1340-KL/TW dated March 14, 2025 of the Politburo and Secretariat, on the basis of making the most of existing assets to ensure efficiency, transparency, sustainability and suitability with the practice of grassroots administrative units, avoiding loss and waste of public assets, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall immediately implement the following key tasks:

a) Proactively arrange and harmonize housing and land facilities within the Ministry, central and local agencies to ensure working headquarters for agencies, organizations and units under management during the process of reorganizing administrative units at all levels; complete within 03 months from the date the project on reorganizing the apparatus and administrative units is approved.

b) Based on the actual staffing, actual number of cadres, civil servants, public employees, and workers after the organization arrangement and streamlining, and standards and norms for the use of working headquarters and career facilities, organize a review and assessment of existing headquarters within the scope of management to rearrange, arrange, and use them for the right objects and purposes to ensure efficiency; prioritize arrangement and allocation for healthcare, education, and community culture; have plans and schemes to manage and immediately handle unused, ineffectively used, and improperly used working headquarters according to the law on state budget and public assets, to avoid loss and waste of state assets.

c) Organize inspection, review, and evaluation of construction works and projects under construction to consider and take measures to handle each specific case according to authority and legal regulations; consider and carry out procedures to stop technical construction of items that cannot continue to be implemented in order to organize acceptance, handover, put into use, and final payment according to regulations. Absolutely do not waste state budget or cause complaints.

d) Strengthen inspection and supervision of the management and use of public assets at agencies, organizations and units within their authority; promptly report to the Prime Minister any issues arising beyond their authority (if any).

d) In the implementation process, if there are any difficulties or problems, ministries, agencies and localities must promptly send written documents to the Ministry of Finance for guidance.

e) Agencies, organizations and units shall review and strengthen the accounting, management and use of public assets, ensure full and accurate inventory of existing cars and assets as a basis for handing over, receiving and making plans to handle surplus assets when restructuring administrative units, and avoid loss of state assets during the restructuring process. Link the inventory of public assets with the practice of thrift and anti-waste according to the Party's guidelines and policies, the State's laws and the direction of the Politburo, the Secretariat, General Secretary To Lam, the Government and the Prime Minister.

g) Ministers, heads of ministerial-level agencies, government agencies, other central agencies, and Chairmen of People's Committees of provinces and centrally run cities are responsible to the Government and the Prime Minister for the implementation of the above-mentioned tasks, ensuring progress, efficiency, compliance with legal regulations, preventing loss, waste, and negativity; promptly reporting to competent authorities on issues arising beyond their authority.

2. The Ministry of Finance is responsible for urging and guiding, within its authority, any difficulties or problems that arise; and inspecting the implementation of ministries, agencies and localities.

3. Deputy Prime Minister Ho Duc Phoc directly directs the implementation, urges and handles difficulties in the implementation of this Official Dispatch.

4. The Government Office monitors and urges according to assigned functions and tasks.
