The Prime Minister has just issued Directive No. 12/CT-TTg on strengthening the implementation of urgent measures to prevent serious traffic accidents in transportation activities.

The directive states: Recently, there have been a series of particularly serious traffic accidents caused by passenger buses operating on fixed routes and trucks.

The main reasons are violations of traffic safety regulations by drivers and transport businesses; lax state management of transport activities; and limited effectiveness of patrols, inspections, and enforcement of violations.

Strict penalties will be imposed on businesses responsible for serious traffic accidents.

To rectify this situation, the Prime Minister requested the Ministry of Transport to urgently review, amend, and supplement legal documents to strictly review the conditions for conducting road transport business, training, testing, and licensing drivers; and thoroughly address loopholes in legal documents that easily lead to corruption in this area. At the same time, regulations on technical safety conditions and vehicle lifespan for passenger transport on fixed routes should be added; and a nationwide inter-provincial passenger transport network should be planned and publicly announced.

In addition, the Prime Minister requested the Ministry of Transport to strengthen inspection and supervision of transport management, training, testing, issuance of driver's licenses, and vehicle registration; strictly handle transport businesses that do not implement their registered business plans and cause serious traffic accidents; and handle training and testing facilities that issue driver's licenses but do not meet the prescribed conditions.

At the same time, the Ministry of Transport directed coordination with localities to integrate data from vehicle tracking devices to manage, detect, warn, and handle violations of speed limits, routes, and continuous driving time for drivers and transport businesses in accordance with the law; accelerate the construction of a system of vehicle weight inspection stations, organize regular and surprise vehicle weight inspections, initially focusing on key national highways;…

Mobilize maximum resources to deal with drivers who violate traffic regulations.

The Prime Minister has instructed the Ministry of Public Security to mobilize maximum resources, equipment, and vehicles, intensify mobile patrols, and focus on handling violations by drivers that pose a high risk of accidents, such as speeding, driving in the wrong lane, illegal overtaking, drunk driving, overloading, and carrying more passengers than permitted.

At the same time, the Ministry of Public Security needs to direct the investigation and clarification of the causes of particularly serious traffic accidents, and initiate prosecutions to bring to trial some typical cases of violations in the field of traffic safety and order.

Specifically, the Prime Minister requested the Ministry of Public Security, the Ministry of Transport, and the Chairmen of the People's Committees of the provinces to direct relevant agencies to conduct inspections, checks, and strictly handle units and officials of state management agencies responsible for ensuring traffic safety who violate regulations in the performance of their duties; suspend from office those suspected of protecting, assisting, or condoning violations by transport businesses, inspection facilities, driver training and testing centers, bus stations, and drivers of regulations on transport business conditions and traffic safety.

Inspect all transportation businesses.

Regarding local authorities, the Prime Minister requested that the Chairmen of the People's Committees of the provinces direct the inspection of all business activities related to fixed-route road transport, containerized cargo transport, bus stations, driver training and licensing facilities, and vehicle inspection centers in their respective areas.
