Prime Minister directs urgent solutions to prevent traffic accidents

Mobilize maximum traffic control forces; suspend positions and conduct investigations into cases showing signs of protection and tolerance for transport businesses and drivers; remove from the team drivers who use drugs, alcohol, beer while driving, etc.

The Prime Minister has just issued Directive No. 12/CT-TTg on strengthening the implementation of urgent solutions to prevent serious traffic accidents in transport activities.

The directive states: Recently, there have been a series of particularly serious traffic accidents caused by fixed-route passenger buses and trucks.

The main reasons are that drivers and transport businesses violate traffic safety regulations; state management of transport activities is still lax, and the effectiveness of patrols, controls and violation handling is limited.

Strictly handle business establishments that cause serious traffic accidents.

To rectify the above situation, the Prime Minister requested the Ministry of Transport to urgently review, amend and supplement legal documents to strictly review the conditions for automobile transport business, training, testing and licensing of drivers; thoroughly handle loopholes in legal documents that can easily lead to negativity in this work. At the same time, supplement regulations on technical safety conditions and vehicle age of passenger transport vehicles on fixed routes; plan and publicly announce the national inter-provincial passenger transport network.

In addition, the Prime Minister requested the Ministry of Transport to strengthen inspection and examination of transport management, training, testing, issuance of driving licenses, and registration of road motor vehicles; strictly handle transport businesses that do not implement registered business plans and cause serious traffic accidents; and training and testing facilities that issue driving licenses that do not meet the prescribed conditions.

At the same time, the Ministry of Transport directed the coordination with localities to integrate data from vehicle journey monitoring devices to manage, detect, warn and handle according to the law violations of speed, journey, continuous driving time for drivers and transport businesses; accelerate the construction of a system of vehicle load inspection stations, organize periodic and surprise vehicle load inspections, initially focusing on key national highways;...

Mobilize maximum force to handle violating drivers

The Prime Minister requested the Ministry of Public Security to mobilize maximum forces, equipment, and vehicles, step up mobile patrols, and focus on handling drivers who violate high-risk traffic violations such as: speeding, driving in the wrong lane, illegally overtaking, violating alcohol concentration, overloading, and exceeding the prescribed number of people.

At the same time, the Ministry of Public Security needs to direct the investigation and clarification of the causes of particularly serious traffic accidents, and prosecute and soon bring to trial a number of typical violations in the field of traffic safety and order.

In particular, the Prime Minister requested the Ministry of Public Security, the Ministry of Transport, and the Chairmen of the People's Committees of the provinces to direct competent agencies to conduct public inspections, check and strictly handle units and officials, civil servants of state management agencies on traffic safety who violate regulations in the performance of public duties; suspend positions to conduct investigations into cases showing signs of protecting, assisting, and condoning transport businesses, inspection establishments, driver training and testing establishments, bus stations and drivers who violate regulations on transport business conditions and traffic safety order.

Inspect all transportation businesses

For localities, the Prime Minister requested the Chairmen of the People's Committees of the provinces to direct the inspection of all business activities of automobile transportation on fixed routes, container cargo transportation, bus stations, training facilities, driver licensing examination and licensing, and vehicle inspection centers in the area.

First of all, the Prime Minister requested that provinces focus on inspecting establishments related to recent traffic accidents; suspending the operations of establishments that deliberately violate operating conditions as prescribed by law, causing serious traffic accidents...

The Prime Minister assigned the Chairmen of the Provincial People's Committees to request transport businesses to organize regular and surprise health checks for drivers and apply other necessary measures, first of all for fixed-route passenger car drivers, bus drivers, taxi drivers, container truck drivers; detect and remove from the team drivers who use drugs, alcohol, beer while driving, etc.
