Prime Minister instructs all people to participate in protecting territorial sovereignty

The Prime Minister has just issued a Directive on organizing a mass movement to participate in protecting territorial sovereignty and national border security in the new situation.

To mobilize the combined strength of the entire political system, all levels, sectors, and the entire population to participate in managing and protecting territorial sovereignty and national border security, the Prime Minister requested the People's Committees of provinces and centrally-run cities with borders and coastlines to preside over and coordinate with the Central Committee of the Vietnam Fatherland Front, the Ministry of National Defense (Border Guard), and the Ministry of Public Security to organize a movement for collectives, households, and individuals to register to participate in self-management to protect territorial sovereignty and maintain security and order on the borders.

Every year, a portion of the local budget is allocated to ensure the activities of the mass movement to participate in managing and protecting territorial sovereignty and national border security.

The Prime Minister requested the People's Committees of provinces and centrally-run cities with borders and coastlines to organize training courses for core cadres of the movement every two years and organize exchange and experience-sharing activities; to organize a provincial-level review every five years; and to conduct a commune-level review of the movement every year on "National Border Guard Day" March 3.

People's Committees of other provinces and cities shall coordinate with central ministries, branches and People's Committees of border provinces to pay attention to investing in and supporting programs and projects to develop the economy, culture and society, improve the material and spiritual life of people in border areas; organize practical and effective activities for compatriots and soldiers in border areas.

The Prime Minister assigned the Ministry of National Defense to preside over and coordinate with the Central Committee of the Vietnam Fatherland Front and the People's Committees of border provinces and cities to guide, inspect and urge the implementation of collectives, households and individuals participating in the management and protection of territorial sovereignty and national border security. Research and complete the content and methods of building movements and models of collectives, households and individuals participating in the management and protection of territorial sovereignty and national border security for unified implementation nationwide. Every 10 years, advise the Government to organize a summary of the implementation of collectives, households and individuals participating in the management and protection of territorial sovereignty and national border security nationwide.

The Ministry of National Defense shall preside over and coordinate with the Central Committee of the Vietnam Fatherland Front and the People's Committees of border provinces and cities to organize training courses for core cadres of the movement and conduct exchange activities and learn from experiences; direct the Border Guard to act as the core in advising local Party committees and authorities to organize and manage collectives, households and individuals participating in the management and protection of territorial sovereignty and national border security.

At the same time, direct the Border Guard, Coast Guard, and Navy to coordinate with the Ministry of Agriculture and Rural Development to create conditions for fishermen to fish offshore, support rescue and relief efforts to protect national sovereignty over seas and islands.

The Prime Minister also assigned the Ministry of National Defense to preside over and coordinate with ministries, branches and localities to mobilize the combined strength of the entire political system, all levels, branches and the entire population to participate in managing and protecting territorial sovereignty and national border security.

Incorporate the content of protecting territorial sovereignty into teaching.

The Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with the Ministry of National Defense (Border Guard) to survey and review the population planning of border communes to deploy and implement, contributing to the construction of new rural areas and ensuring security and order in border areas.

The Ministry of Information and Communications is assigned to preside over and coordinate with the Ministry of National Defense, the Ministry of Foreign Affairs and relevant agencies to develop periodic and long-term plans and programs to disseminate and educate people about the sovereignty of land borders and islands in central and local newspapers and radio stations, as well as on foreign television channels and for overseas Vietnamese.

The Ministry of Education and Training shall preside over and coordinate with the Ministry of National Defense and the Ministry of Public Security to develop and include in the curriculum the content of protecting territorial sovereignty and national border security for students of high schools, vocational colleges, colleges and universities.

The Prime Minister requested the Central Committee of the Vietnam Fatherland Front and socio-political organizations to strengthen propaganda and mobilize people of all walks of life, especially people in border and island areas, to raise awareness and responsibility and participate in activities to manage and protect national territorial sovereignty and border security; promote the movement of all people participating in protecting national security; increase people-to-people exchange activities with localities of countries sharing borders; recognize, commend and reward individuals and groups with outstanding achievements in implementing the movement.

Ministries, ministerial-level agencies, and government agencies shall step up propaganda and education work on plots, tricks, and sabotage activities of hostile forces and all types of crimes; raise awareness and responsibility in building, managing, and protecting national territorial sovereignty and border security.
