The Prime Minister instructed the development of the Socio-Economic Development Plan for 2015.

The Prime Minister has just issued a directive requiring ministries, sectors, localities, economic groups, and state-owned corporations to develop the socio-economic development plan and the state budget estimate for 2015.

The goal is to achieve a GDP growth rate of approximately 6-6.2%.

The Prime Minister requested ministries, sectors, and localities to continue implementing the overall economic restructuring plan associated with the transformation of the development model and sectoral restructuring plans aimed at improving quality, efficiency, and competitiveness; expanding and diversifying economic, trade, and investment relations with other countries; strengthening the self-reliance and independence of the economy; and avoiding over-reliance on a single market. He also called for a review and refinement of socio-economic development plans for economic regions, localities, sectors, and industries. The goal is to achieve a GDP growth rate of approximately 6-6.2%.

Simultaneously, focus on developing several advantageous service sectors with high added value, such as tourism, telecommunications, information technology, finance, banking, insurance, and other business support services. Strongly develop the domestic market, and effectively implement programs to promote the export of key services. Strengthen communication, promotion, and marketing efforts to enhance the position and reputation of domestically produced goods, replacing imported goods and reducing dependence on external sources. Proactively develop programs to promote domestic production, primarily focusing on essential raw materials for manufacturing.

In addition, implement synchronized solutions to expand market transformation and develop new markets. Promote exports and strictly control imports of discouraged goods. Diversify export and import markets, avoiding dependence on a single market. Implement measures to protect consumer rights and strictly handle violations. Continue to implement the roadmap for adjusting prices of essential goods and services according to market mechanisms. Strongly develop e-commerce activities.

Further improve the investment and business environment, focusing on solutions to reduce market entry costs, access to land and stable land use, enhance transparency, and improve a level playing field for competition; focus on improving the business environment and accelerating administrative procedure reforms; and strengthen the application of information technology in state agencies. Enhance the accountability of state administrative agencies, ensuring openness and transparency in administrative procedures and business information.

Promoting the socialization of education.

Regarding social development, the Prime Minister requested ministries, sectors, and localities to continue implementing Resolution No. 5 of the Central Committee (11th term) on some issues concerning social policies for the period 2012-2020. Effectively implement mechanisms and policies to support production and livelihoods for ethnic minorities. Improve the effectiveness of vocational training linked to job creation, proactively train and supply skilled and qualified labor for economic zones, concentrated industrial parks, and large investment projects of significant importance to national development; and expand the labor export market.

Simultaneously, strengthen and improve the effectiveness of the preventive health care network, proactively prevent and control epidemics, and prevent outbreaks. Effectively implement mechanisms, policies, and the roadmap for universal health insurance, reducing hospital overcrowding. Establish appropriate mechanisms for effective management of drug prices. Strengthen inspection and supervision of food hygiene and safety quality.

Effectively implement the Education Development Strategy and the Government's Action Program to implement Resolution No. 8 (11th Congress) of the Central Committee on fundamental and comprehensive reform of education and training. Promote the socialization of education. Improve the quality of vocational education, higher education, especially private schools, and the quality of human resource training. Focus on building and developing a team of teachers and education management staff; review and re-plan the network of teacher training schools. Continue to implement measures to improve the rate and quality of trained labor.

Resolutely fight to protect national sovereignty in the East Sea.

Regarding security and defense, the Prime Minister requested decisive action, using combined strength and synchronized solutions, to strengthen law enforcement forces at sea and resolutely fight to protect national sovereignty and interests in the East Sea. Efforts should be made to resolve the complex situation peacefully on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC).

Promoting patriotism and the strength of the entire nation in protecting national sovereignty. Proactively implementing a comprehensive set of resolute measures to prevent and strictly handle acts of incitement, recklessness, and violations of the law that negatively affect the image of Vietnam and its people; resolutely controlling and closely monitoring malicious individuals and ringleaders who incite unrest, promptly addressing them, and ensuring security, order, safety of life and property, as well as normal production and business conditions for all individuals and organizations, especially foreign-invested enterprises.

Prioritize allocating resources to implement Vietnam's Maritime Strategy.

The Prime Minister requested that the 2015 state budget revenue forecast be based on a thorough assessment of the 2014 revenue collection capacity, a forecast of investment, production and business development, and trade and import-export activities in 2015, taking into account domestic and international impacts in the new situation.

At the same time, strengthen inspection and auditing of tax declarations by organizations and individuals to detect and promptly handle cases of incorrect or insufficient tax declarations; decisively direct efforts to combat tax evasion, collect outstanding tax debts from previous years, revenue from investment projects whose preferential periods have expired, and revenue discovered through inspection, examination, and auditing work…

Based on that, the target for 2015 is to mobilize approximately 18-19% of GDP from taxes and fees into the state budget. Domestic revenue (excluding revenue from crude oil and land use fees) is projected to increase by an average of 14-16% compared to the estimated actual revenue in 2014 (excluding factors affecting revenue increases or decreases due to policy changes). Budget revenue from import and export activities is projected to increase by an average of 6-8% compared to the estimated actual revenue in 2014. The specific increase in revenue will depend on the conditions, characteristics, and economic growth rate of each locality.

Regarding the state budget expenditure estimates, the Prime Minister requested that ministries, central agencies, and localities thoroughly implement the principle of saving and combating waste right from the stage of identifying important and key tasks to be implemented in 2015, preparing state budget expenditure estimates in accordance with current legal regulations on budget expenditure regimes, standards, and norms. This includes proactively prioritizing expenditure tasks according to their urgency and feasibility of implementation in 2015 to complete political tasks, programs, projects, and schemes approved by competent authorities, based on allocated state budget resources.

In preparing the 2015 State budget expenditure plan, priority should be given to allocating resources to important activities implementing the Vietnam Maritime Strategy until 2020, with a focus on investing in the development of islands and supporting fishermen in staying at sea to exploit, cultivate, and catch aquatic and marine resources.

The Prime Minister also requested a focus on allocating investment capital from the State budget to complete and accelerate the progress of important national projects; national defense and security tasks; supporting fishermen in developing fishing activities, linked with protecting maritime sovereignty and islands; tasks related to poverty reduction, job creation, agricultural and rural development, health, education; capital for implementing PPP projects...; and key projects of great significance to the socio-economic development of various sectors and localities.

Within each sector, field, and program, priority should be given to allocating funds to projects and works that were completed and handed over for use before December 31, 2014, but have not yet received sufficient funding.
