Prime Minister directs the development of the 2015 Socio-Economic Development Plan
The Prime Minister has just issued a Directive requesting ministries, branches, localities, economic groups, and state-owned corporations to develop the Socio-Economic Development Plan and State Budget Estimate for 2015.

Strive for GDP to reach about 6-6.2%
The Prime Minister requested ministries, sectors and localities to continue implementing the overall economic restructuring project associated with the transformation of the development model and the restructuring projects of sectors and fields towards improving quality, efficiency and competitiveness, expanding and diversifying economic, trade and investment relations with other countries, enhancing the autonomy and independence of the economy, avoiding heavy dependence on one market. Review and complete the socio-economic development planning for economic regions, localities, economic sectors and industries. Strive to achieve a gross domestic product (GDP) growth rate of about 6-6.2%.
At the same time, focus on developing a number of advantageous service sectors with high added value such as tourism, telecommunications, information technology, finance, banking, insurance and other business support services. Strongly develop the domestic market, issue and effectively implement programs to promote the export of a number of key services. Strengthen propaganda, promotion and marketing to enhance the position and reputation of domestically produced goods to replace imported goods, reducing dependence on external sources. Proactively develop programs to develop domestic production of goods, first of all, important input materials for production.
In addition, synchronously implement solutions to expand market conversion and develop new markets. Promote exports and strictly control imports of discouraged goods. Diversify export and import markets, not to depend on one market. Implement measures to protect consumer rights and strictly handle violations. Continue to implement the roadmap to adjust prices of essential goods and services according to market mechanisms. Strongly develop e-commerce activities.
Further improve the investment and business environment, focusing on solutions to reduce market entry costs, access to land and stabilize land use, increase transparency, enhance the environment for fair competition; focus on improving the business environment, promoting administrative procedure reform; increase the application of information technology in state agencies. Enhance the responsibility of state administrative agencies, ensure publicity and transparency in administrative procedures and business information.
Promote the socialization of education
Regarding social development, the Prime Minister requested ministries, branches and localities to continue implementing the Central Resolution 5 (11th tenure) on a number of social policy issues for the 2012-2020 period. Effectively implement mechanisms and policies to support production and life for ethnic minorities. Improve the effectiveness of vocational training associated with job creation, proactively train and provide skilled and qualified workers for economic zones, concentrated industrial zones and large investment projects of great significance to national development; expand the labor export market.
At the same time, strengthen and improve the effectiveness of the preventive health care network, proactively prevent and control epidemics, and prevent epidemics from occurring. Effectively implement mechanisms, policies and roadmaps for universal health insurance, reduce hospital overload. Have appropriate mechanisms to effectively manage drug prices. Strengthen inspection and control of food hygiene and safety quality.
Effectively implement the Education Development Strategy and the Government's Action Program to implement the Resolution of the 8th Central Committee (Session XI) on fundamental and comprehensive innovation of education and training. Promote the implementation of educational socialization. Improve the quality of vocational education, higher education, especially non-public schools, and the quality of human resource training. Focus on building and developing a team of teachers and educational managers; review and re-plan the network of pedagogical schools. Continue to implement measures to improve the rate and quality of trained workers.
Resolutely fight to protect national sovereignty in the East Sea
Regarding security and defense, the Prime Minister requested drastic implementation, with combined strength and synchronous solutions, to strengthen law enforcement forces at sea, resolutely fight to protect sovereignty and national interests in the East Sea. Efforts must be made to resolve complicated situations by peaceful means on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC).
Promote the spirit of patriotism and the strength of the entire nation in protecting national sovereignty. Proactively and synchronously implement resolute measures to prevent and strictly handle acts of incitement, recklessness, and violations of the law that negatively affect the image of the country and the Vietnamese people; resolutely and strictly control bad subjects, masterminds and leaders of incitement, promptly handle them, ensure security and order, safety of life, property and normal production and business conditions of all individuals and organizations, especially enterprises with foreign direct investment.
Prioritize resources to implement Vietnam's Maritime Strategy
The Prime Minister requested that the 2015 State budget revenue estimate must be built on the basis of a close assessment of the ability to collect the 2014 budget, forecasting the investment situation, production-business development, trade activities, import-export activities in 2015, taking into account domestic and foreign impacts in the new situation.
At the same time, strengthen the inspection and examination of tax declarations of organizations and individuals to promptly detect and handle cases of incorrect or insufficient declaration of tax payable; resolutely direct the fight against revenue loss, collect tax arrears from previous years, revenues from investment projects whose preferential periods have expired, revenues discovered through inspection, examination, and auditing work, etc.
On that basis, the target of mobilizing the state budget in 2015 from taxes and fees is about 18-19% of GDP. Estimated domestic revenue (excluding revenue from crude oil and land use fees) strives to increase by an average of 14-16% compared to the estimated performance in 2014 (excluding factors of increase or decrease in revenue due to policy changes). Estimated budget revenue from import and export activities strives to increase by an average of 6-8% compared to the estimated performance in 2014. The specific increase in revenue depends on the conditions, characteristics and is consistent with the economic growth rate in each locality.
Regarding the state budget expenditure estimate, the Prime Minister requested ministries, central and local agencies to thoroughly grasp the viewpoint of thrift and anti-waste right from the stage of determining important and key tasks to be performed in 2015, and to prepare the state budget expenditure estimate in accordance with current legal regulations on regimes, standards and norms of budget expenditure, in which they proactively arrange the order of priority expenditure tasks according to the level of urgency and implementation capability in 2015 to complete political tasks, programs, projects and proposals approved by competent authorities on the basis of allocated state budget resources.
In building the 2015 State budget balance estimate, it is necessary to prioritize resources for important activities implementing the Vietnam Sea Strategy to 2020, in which priority should be given to investment in developing seas and islands, supporting fishermen to stay at sea to exploit, cultivate, and catch aquatic and marine products.
The Prime Minister also requested to focus on allocating investment capital from the State budget to complete and accelerate the progress of important national projects; national defense and security tasks, supporting fishermen to develop fishing, associated with protecting sovereignty over seas and islands; tasks of poverty reduction, job creation, agricultural and rural development, health care, education, capital for implementing PPP projects...; key projects of great significance to the socio-economic development of sectors and localities.
In each sector, field, and program, priority is given to allocating capital to projects and works that have been completed and put into use before December 31, 2014 but have not yet been allocated sufficient capital.
