Prime Minister directs prevention of severe cold
The Prime Minister has just issued Official Dispatch No. 153/CD-TTg directing the prevention of severe cold.

Prime Minister's telegram: Ministry of Agriculture and Rural Development; People's Committees of provinces and cities: Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Lao Cai, Yen Bai, Thai Nguyen, Lang Son, Quang Ninh, Bac Giang, Phu Tho, Hanoi, Dien Bien, Lai Chau, Son La, Hoa Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh.
In recent days, due to the influence of very strong cold air that has been continuously strengthened, a widespread cold spell has occurred in the Northern and North Central provinces. On January 24, 2016, frost and snow appeared in the high mountains, with temperatures dropping to the lowest level in 40 years, causing damage to agricultural production, especially crops and livestock.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, severe cold will continue for the next few days, in the northern mountainous provinces there is a possibility of frost and snow in the mountains.
To limit damage caused by severe cold to agricultural producers and proactively ensure the safety of livestock, the Prime Minister requests:
People's Committees of provinces and cities: Continue to seriously implement Directive No. 10200/CT-BNN dated December 16, 2015 of the Minister of Agriculture and Rural Development on preventing and combating hunger and cold for livestock in the 2015-2016 Winter-Spring crop and direct the work of preventing and combating cold for aquaculture.
Direct local authorities to closely monitor, update weather developments and notify and guide people to proactively implement measures to prevent and combat cold, ensure safety for people, agricultural production, and limit damage.
The Ministry of Agriculture and Rural Development monitors, directs and guides localities, businesses and farmers to implement measures to prevent and combat cold, especially ensuring food and drinking water sources, covering barns to proactively prevent and combat cold for livestock; implement measures to avoid cold for aquaculture. At the same time, direct and guide appropriate production plans for crops, livestock and aquaculture.
The Ministry of Natural Resources and Environment directed the National Center for Hydro-Meteorological Forecasting to closely monitor weather developments, forecast, and promptly inform localities, relevant agencies and people to proactively prevent and avoid.
Vietnam Television, Voice of Vietnam, central and local news agencies and newspapers regularly update information on the developments of severe cold and strong winds at sea on mass media so that people know and proactively take precautions.
