Sharing the difficulties and losses of the government and people in flood-affected areas

The dispatch stated that storm No. 3 caused heavy to very heavy rain in many localities in the Northern and North Central regions, especially in Quan Son and Muong Lat districts, Thanh Hoa province and some localities in the Northern mountainous region, causing floods, flash floods, and landslides, causing serious damage to infrastructure, people's lives and property, and some people are still missing.

The Prime Minister sent his deepest condolences to the families of those who died or went missing due to floods, and shared the difficulties and losses of the authorities and people in the flooded areas.

It is forecasted that tonight and tomorrow in the northern mountainous provinces and the North Central region (Thanh Hoa, Nghe An) there may continue to be heavy rain; there is a high risk of localized flooding, flash floods and landslides in mountainous areas. To proactively respond and limit damage, the Prime Minister requested ministries, branches and localities to focus on directing the rapid overcoming of the consequences of storms, floods and rains, and implementing a number of urgent tasks as follows:

Emergency evacuation of people from dangerous areas

The first, Thanh Hoa Provincial People's Committee and localities continue to review residential areas along rivers, streams, downstream of lakes, dams, low-lying areas, mineral exploitation areas, areas at risk of landslides and flash floods to proactively evacuate residents from dangerous areas to ensure people's safety; arrange temporary accommodation for households that have lost their homes or had to relocate.

Continue to mobilize local forces and means, focusing on maximum efforts to search for missing people (ensuring safety for search and rescue forces).

Visit and encourage affected families, especially those with dead or missing members; support treatment for the injured.

Organize emergency relief of food and necessities, not letting people go hungry. Control, guide, and support traffic safety, especially at culverts, landslides, and deep flooding areas.

Mobilize forces to support people in repairing houses and cleaning up the environment immediately after the flood. Proactively overcome the consequences, focus on restoring damaged infrastructure, especially transportation, irrigation, electricity, water, healthcare, and education works to serve the relief work and daily life of the people.

Deploy search and rescue forces; troubleshoot

Mondayi, The National Committee for Incident Response, Natural Disaster Response and Search and Rescue, the Ministry of National Defense, and the Ministry of Public Security directed Military Region 4 and forces stationed in the area to deploy forces and means to support search and rescue efforts for missing people and assist people in overcoming the consequences of natural disasters at the request of localities, especially in Thanh Hoa province.

TuesdayThe Ministry of Transport directed the inspection and prompt resolution of incidents on national highways, and supported localities in overcoming landslides and traffic jams on main traffic routes to ensure safe and smooth traffic to serve relief work.
