Concluding the conference on accompanying businesses this morning in Hanoi, after listening to the speeches of ministers, localities, and businesses, the Prime Minister delivered a speech on important contents.

The Prime Minister pledged that Vietnam is striving to reach the top group of ASEAN in terms of business environment this year.

The Prime Minister frankly pointed out the barriers for enterprises such as: Institutional policies have not met the requirements of reality, documents are still contradictory, there are many obstacles and difficulties for enterprises. The Prime Minister agreed that it is necessary to build institutional policies for the public and private sectors in accordance with international practices, continuously and transparently to facilitate application. Enterprises and associations need to contribute ideas to the Government to build institutions and organize the implementation and enforcement of policies.

Regarding taxes and fees, they are still high, especially unofficial fees, and administrative procedures still cause difficulties for businesses. Administrative procedures in some areas are still difficult for businesses, there are still sub-licenses, and there are still some civil servants who harass businesses.

Access to credit remains difficult, and people and businesses have not yet been able to utilize their assets as collateral for business. Few businesses are able to participate in regional and global supply chains.

In the coming time, the Government commits to focus on solving the following two core issues: Creating a fair and friendly business environment, ensuring a stable political and macro environment, and ensuring the spirit of the rule of law. From the central to local levels, there must be changes, seriousness, and serious implementation of public duties, and no difficulties must be caused to businesses. Chairmen, Secretaries of Provincial and Municipal Party Committees in localities, and Ministers must carry out this task.

Second, pursue the goal of inclusive, consistent and continuous development on an open and friendly basis, creating conditions for all economic sectors to contribute and benefit equally. All economic sectors are equal before the law, and promptly issue a draft law to support small and medium-sized enterprises. Reallocate resources to all business sectors and all economic sectors. The Government reviews and studies to reduce fees for businesses, considering this year as the year of fee reduction for businesses.
