(Baonghean.vn) - On the morning of November 8, the 6th Session of the 15th National Assembly continued the Question and Answer Session. National Assembly Chairman Vuong Dinh Hue chaired and directed the discussion session.

During the working session, Prime Minister Pham Minh Chinh took the floor to answer questions. In response to delegates' opinions on the implementation of the wage reform policy, the head of the Government said: Wages are always of concern to the Party and the State, both as a tool to regenerate labor and as a motivation for officials, civil servants and workers to participate in the country's economic and social development. Recently, due to the Covid-19 pandemic, resources are limited, leading to difficulties in implementing wage reform.

Currently, the Government has tried to set aside salaries, increase revenue, reduce expenditures, save and currently has about 560,000 billion to spend on salary reform from July 1, 2023 to the end of 2026.

The upcoming task is to continue to perfect job positions; streamline staffing in conjunction with improving the effectiveness and efficiency of the political system; and save expenses to ensure salary payments for employees.

Along with reforming the wage policy in the state sector, Prime Minister Pham Minh Chinh said he has directed the Ministry of Labor, Invalids and Social Affairs and relevant agencies to continue researching and developing a wage policy outside the state sector. These two policies will be close to each other in the spirit of Resolution 27 of the 12th Central Executive Committee.

Answering the delegate's question about solutions to successfully promote decentralization and delegation of power, Prime Minister Pham Minh Chinh affirmed: The policy is very clear, it is necessary to strengthen decentralization and delegation of power to more clearly define responsibilities, promote dynamism, creativity and initiative of all levels. However, although very important, decentralization, delegation of power and implementation have not met the requirements; as well as the wishes of voters and the people.

According to the Prime Minister, there are four reasons: First of all, the Party's guidelines and the State's policies and laws have not been thoroughly and seriously implemented. Some agencies and units do not really want to decentralize and delegate power in the process of implementing legal regulations.

Staff capacity has limitations and shortcomings, especially with big jobs and newly decentralized jobs, decentralization also has difficulties.

Finally, responding to people's needs involves many levels and many sectors.

Regarding solutions, the Prime Minister said that it is necessary to strengthen leadership and direction in decentralization and delegation of power, along with resource allocation; strengthen supervision and inspection; improve the implementation capacity of subordinates; perfect institutions; and all levels must boldly decentralize and delegate power, avoiding evasion and shirking.

Previously, in the report explaining and clarifying issues related to the content of the questioning, Prime Minister Pham Minh Chinh stated that through the report of the Vietnam Fatherland Front, the verification reports of the National Assembly agencies, the discussions in groups, in the Hall and the questioning sessions of the National Assembly, the National Assembly deputies, with their experience, had many opinions, assessments, analyses, sharing, and profound contributions of intelligence, enthusiasm, and practice with a constructive spirit and high responsibility for the socio-economic situation of our country and the implementation of the National Assembly's thematic supervision and questioning resolutions in recent times.

The Prime Minister said that most opinions highly appreciated the drastic participation of the entire political system, the support of the National Assembly, the efforts of the Government, all levels, sectors and localities in directing and operating, and the important and quite comprehensive results in all fields, in the context of the world and domestic situation with many difficulties and challenges, contributing to strengthening the people's trust in the Party and State, enhancing the prestige and position of Vietnam in the international arena.

Along with affirming that the results achieved are fundamental, many National Assembly deputies have accompanied the Government, frankly pointed out the limitations and shortcomings, and contributed to suggesting to the Government, ministries, branches and localities important, feasible and practical orientations and solutions in all fields. The Prime Minister respectfully thanked, listened to and seriously accepted the opinions of National Assembly deputies and voters nationwide.

The Prime Minister said that in the coming time, the Government will continue to direct the drastic, synchronous and effective implementation of tasks and solutions in all fields, both solving immediate problems and preparing the foundation and premise for the following years.
