This is the direction of Prime Minister Pham Minh Chinh at the conference to summarize the 2023-2024 school year and deploy tasks for the new 2024-2025 school year in the context that the whole industry is lacking teachers at many levels.

On the morning of August 19, the Ministry of Education and Training held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year for the entire education sector.

The conference was held in a combination of in-person and online formats with the main bridge in Hanoi and 63 bridge points in provinces and cities across the country.

Attending and directing the conference were comrade Pham Minh Chinh - Politburo member - Prime Minister. Also attending were leaders of relevant ministries, departments, branches, and representatives of universities across the country.

At the Nghe An provincial bridge, there were comrades Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Thai Van Thanh - Member of the Provincial Party Executive Committee - Director of the Department of Education and Training, leaders of relevant departments, branches and sectors, representatives of universities and leaders of districts, cities and towns in the province.

10 bright spots of the Education sector

Speaking at the opening of the conference, Minister of Education and Training Nguyen Kim Son said that in the 2023-2024 school year, together with the whole country, the education sector is determined to resolutely carry out the assigned tasks to complete the 5-year socio-economic development plan 2021-2025 according to the Resolution of the 13th National Party Congress and the Government's Action Program for the 2021-2026 term; carry out the Government's annual work tasks, as well as the Prime Minister's directions at the Conference to deploy plans and tasks for the 2023-2024 school year.

In particular, in the past time, under the close direction of the Government and the Prime Minister with the important spirit of direction and orientation of "real learning, real exams, real talents", the motto "school is the foundation, teachers are the driving force, students are the center", the entire education sector has made efforts to complete the 2023-2024 school year plan. There have been many good and positive results, which have had an impact on increasing the trust, consensus and support of the whole society.

At the summary conference, representatives of Dien Bien province, Hanoi, and Ho Chi Minh City proposed many contents, focusing on issues such as supplementing the payroll, ensuring sufficient staff according to the prescribed payroll, supplementing facilities and teaching equipment, especially in mountainous districts.

The conference also analyzed the "bottlenecks" of education and the difficulties and shortcomings such as the quality of the teaching staff, the disease of achievements in education, the difficult life of teachers, not having much time for reading and self-study, the inappropriate planning of the school network, the situation of school violence, the work of ensuring safety for children, the scale of university training increased but still lacking basic science majors.

In his concluding remarks at the conference, the Prime Minister acknowledged 10 bright spots of the entire education sector in the 2023-2024 school year, such as ensuring enough schools for students, making English the second subject, reforming salaries for teachers, perfecting institutions and policies on education and training development, implementing the innovation of textbooks and programs to initially achieve the set goals, promoting students' initiative and creativity, innovating assessment and evaluation, gradually shifting from knowledge assessment to assessment of learners' capacity, doing a good job of universalizing and eliminating illiteracy, etc.

Review the set goals

In addition to the achieved results, Prime Minister Pham Minh Chinh also pointed out the shortcomings in the process of implementing textbook innovation, the local shortage of teachers, the uneven quality of the teaching staff, especially in the era of technology 4.0, the lack of facilities and teaching equipment, the existence of borrowed classrooms, etc.

Entering the 2024-2025 school year, the school year marks the end of the term of implementing the Resolution of the 13th National Party Congress. This is also the school year in which the 2018 General Education Program is implemented from grades 1 to 12. To successfully carry out the task, Prime Minister Pham Minh Chinh requested the entire sector to review the set goals and focus resources to implement them scientifically and effectively.

In the coming time, the Prime Minister also requested the education sector to carefully prepare conditions for the new school year, ensure safety, hygiene and security for teachers and students; organize the opening ceremony well, create a joyful and healthy atmosphere; continue to improve the quality of the teaching staff, meet practical requirements; continue to review and supplement institutions and policies on policy mechanism innovation, focus on building the Law on Teachers, building strategies and plans for education and training development; summarize and comprehensively evaluate the innovation of textbooks and continue to research and improve to suit the new situation, promptly report to the Government on issues beyond its authority, not be conservative, be open-minded and listen to reality.

The 2024-2025 school year is the first year to organize the High School Graduation Exam according to the 2018 General Education Program. Therefore, the Prime Minister requested the Ministry of Education and Training to preside over ministries and localities to organize the exam well, ensuring a streamlined exam, reducing pressure on parents and students.

In addition, it is necessary to continue implementing autonomy in universities, creating a favorable environment to attract investment in the field of education and training, promoting public-private cooperation; reviewing and supplementing appropriate policies, implementing well the recruitment and restructuring of the teaching staff, overcoming the shortage of teachers, ensuring the principle that if there are students, there must be teachers in a harmonious, reasonable and effective manner...

On the eve of the new school year, the Prime Minister sent his best wishes to the education sector and hoped that teachers would always uphold their responsibility and dedication to their profession, overcome all difficulties, and persevere in the goal of comprehensive and fundamental reform of education and training, meeting the expectations of the Party, the State and the people.
