Prime Minister Pham Minh Chinh: Concentrate resources, remove bottlenecks to develop transport infrastructure
(Baonghean.vn) - Prime Minister Pham Minh Chinh requested the Transport sector to identify difficulties and obstacles, learn lessons from past leadership and management experiences to create efficiency in implementing upcoming tasks.
On the afternoon of January 13, the Ministry of Transport held an online conference to review the work in 2022 and deploy tasks in 2023. Comrade Pham Minh Chinh - Politburo member, Prime Minister attended and delivered a speech at the conference.
Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired at Nghe An bridge.
Started 18 projects, completed 22 projects
In 2022, despite facing many difficulties and challenges, with efforts and endeavors, the Transport industry has achieved many outstanding results in many fields.
The work of building and perfecting institutions, policies and laws continues to be implemented vigorously, promptly and effectively. The Ministry of Transport is one of the ministries and sectors that completed national sectoral planning 1 year earlier than the Government's request.

Since the beginning of 2022, the Ministry of Transport has focused resources, directed advisory agencies to work day and night, closely coordinated with ministries, branches, and localities, promptly submitted and approved investment policies for 54 group A, B, and C projects.
For the first time in a year, the Ministry has submitted and received approval from the National Assembly for investment policies for 6 important national projects, including: North-South Expressway in the East phase 2021-2025 and expressway projects: Bien Hoa - Vung Tau; Chau Doc - Can Tho - Soc Trang; Khanh Hoa - Buon Ma Thuot; Ho Chi Minh City Ring Road 3; Ring Road 4 of the Hanoi capital region.
Also in 2022, the Minister and Deputy Ministers chaired over 600 meetings and many field inspections, worked with ministries, branches and localities to remove difficulties and obstacles, and speed up the implementation of important national projects and key projects.

This thorough involvement has helped the progress of key national transport projects and works basically follow the requirements of the National Assembly and the Government. 18 projects have been started, 22 projects have been completed and put into operation.
The disbursement of public investment capital continues to have many changes, achieving the set goals; up to now, the Ministry of Transport continues to be one of the ministries and sectors with disbursement progress higher than the national average.
The transport sector has recovered in five areas, with impressive growth in output of all types of transport. Accordingly, compared to the same period, freight volume increased by 23.7%; cargo turnover increased by 29.4%; passenger volume increased by 52.8%. Notably, air and rail passenger transport increased by three digits.

In addition, the work of maintaining traffic infrastructure and preventing and combating natural disasters continues to be improved, effectively ensuring people's travel needs and serving the socio-economic development of the region, locality and country.
The Transport sector promotes the application of information technology, digital transformation, improves the efficiency of state administrative agencies, and improves the quality of public service provision for people and businesses.
Mobilizing resources to focus on building transport infrastructure
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the efforts of the transport sector in 2022. Especially the drastic and responsible direction of the ministry's leaders, thereby helping the transport sector recover quickly after the pandemic. The specialized planning achieved good results.

During the year, the Ministry of Transport started 12 North-South Expressway component projects in the 2021-2025 period. The disbursement of public investment capital reached a high speed. There was close coordination with localities, especially in site clearance for projects.
Regarding the 2023 plan, the Prime Minister requested the Ministry of Transport to learn from past experiences, which is to unite, join forces, and overcome difficulties. Decentralize authority, personalize responsibility in leadership and direction. Proactively coordinate between ministries, branches, and localities in performing tasks.
The Prime Minister emphasized that in 2023, the general socio-economic situation is forecast to be difficult, greatly affecting the transport sector. Therefore, the sector must be proactive in finding solutions to cope with the situation. It is necessary to seriously implement the Central Resolutions, including completing 3,000 km of expressways during the term.
"The Transport sector needs to focus all resources on building transport infrastructure, removing bottlenecks to build transport infrastructure; developing investment plans to allocate priority, focused, and key capital sources.
The transport sector must also focus on innovation, and provinces and cities must actively coordinate in the implementation process. Major projects must control progress and quality, and avoid unreasonable capital increases. Continue to review and build institutions, avoiding overlaps in decentralization and delegation of authority" - the Prime Minister emphasized.

In addition, the Prime Minister also requested that the Transport sector focus on preventing negativity and creating equality in its management areas...
In addition, the Ministry of Transport must also research and prepare for upcoming projects such as high-speed railways, propose routes for other planned expressway projects, etc.
At the same time, the industry needs to continue to promote and raise awareness among leaders, cadres, people, and businesses about digital transformation, digital government development, digital economy in the transport sector, etc.
