Prime Minister chairs meeting of Standing Committee of Socio-Economic Subcommittee
At the meeting, the Prime Minister emphasized the spirit of how the documents prepared by the Subcommittee on socio-economic development, including the 5-year orientation and 10-year strategy, are accepted by the Party, excited by the people and highly appreciated by the international community.
On the afternoon of August 8, the Standing Committee of the Economic and Social Subcommittee of the 13th National Party Congress held a working session under the chairmanship of Prime Minister Nguyen Xuan Phuc, Head of the Subcommittee, on the documents that the Subcommittee is in charge of drafting. |
At the meeting, the Standing Committee of the Subcommittee gave opinions on the drafts: Report summarizing the implementation of the 10-year Strategy 2011-2020; Report on the 10-year Socio-Economic Development Strategy 2021-2030; Report on the assessment of the 5-year results 2016-2020 and the 5-year direction and tasks 2021-2025.
With a democratic, frank, responsible and focused discussion spirit, the Standing Committee of the Subcommittee gave opinions on 7 contents of the draft reports including comments and assessments of the achieved results; shortcomings, limitations, causes, lessons learned; international and domestic context in the coming time; development perspectives; strategic goals including general and specific goals; strategic breakthroughs; directions, tasks and solutions in the coming time.
At the beginning of the meeting, the Prime Minister emphasized the spirit of how the documents prepared by the Subcommittee on socio-economic development, including the 5-year orientation and 10-year strategy, are accepted by the Party, excited by the people and highly appreciated by the international community.
Reporting to the Standing Committee of the Subcommittee, Minister of Planning and Investment Nguyen Chi Dung, Head of the Editorial Team, said that in the past time, the coordination between ministries and branches has been very good and responsible. From April to July 2019, the Subcommittee organized 6 conferences with regions, working with 56 provinces and cities. From there, the Editorial Team has synthesized and filtered opinions to complete the reports. In addition, 42 thematic groups have been researched with the participation of 52 units and agencies; and opinions of a number of international organizations have been consulted through seminars.
Minister Nguyen Chi Dung said that the Editorial Board thoroughly grasped the direction of the Prime Minister and the Head of the Subcommittee, which is to uphold a sense of responsibility, concentrate highly to complete the task, report with high quality, and evaluate frankly, objectively, honestly, accurately reflect the situation, demonstrate the spirit and aspiration of the nation to rise up, the spirit of innovation, creativity, and breakthrough to bring the country forward.
According to the Editor-in-Chief, there are currently several approaches to where we should orient the country in the next 5-10 years, what we should achieve and how. “In the spirit that the Prime Minister has put forth that we are very passionate about, we must have aspiration, a spirit of innovation, and breakthroughs to develop. If the strategy is only set out to achieve, to be safe, it does not have much meaning.”
Concluding the meeting, Prime Minister Nguyen Xuan Phuc asked the Head of the Editorial Team and representatives of the agencies to receive comments, review and complete them to submit to the Subcommittee meeting in the coming time.
The Prime Minister stated that the draft closely followed the approved outlines.through, basically meeting the requirements, highly general; the comments are relatively straightforward, accurately reflecting the situation in terms of economy, environment, foreign security... with many new and creative ideas, reflecting the will and aspiration to rise up.

According to the Prime Minister, the report assessing the results of the implementation of the 10-year socio-economic development strategy generally has many new features. In the detailed outline, the Prime Minister suggested that it is necessary to study and supplement appropriate assessments, especially supplementing missing contents, ensuring systematic and comprehensive assessment and comments. The Prime Minister said that in the drafts, there is no assessment of the direction and management work, while these are important areas. In the economic section, there needs to be more data to prove it. For example, the macroeconomic section needs to have an assessment of macroeconomic management measures, ensuring inflation control, etc., which need to be reviewed to demonstrate proactiveness in management, thereby promoting efficiency and drawing experience for the future.
Regarding the existing limitations mentioned in the draft, the Prime Minister said that the issue was basically raised, but it needs to be written more concisely to understand the situation correctly; using more appropriate and realistic sentences.
Regarding the causes and lessons learned, the Prime Minister suggested that the objective situation should be more clearly explained, the wording should be more precise, and the viewpoint should be clearer.
Regarding the development perspective, the Prime Minister assessed that it was well-written, with inheritance and development, and requested to review further issues related to the draft political report to make it more complete. Therefore, it is necessary to have close contact and exchange with the Editorial Team of the Document Subcommittee.
Regarding the general goal, there needs to be more scientific, practical, and highly feasible numbers.
Agreeing on the strategic breakthrough, the Prime Minister suggested that in the coming period, it is necessary to strongly promote achievements in science and technology, innovation, etc.
Regarding the direction and tasks for the coming time, the Prime Minister agreed with the draft report, and at the same time requested to receive more opinions from scientists, and conduct further research in each field. For example, the task of human resource development, or human resource development needs to be linked to physical strength and stature. Therefore, it is necessary to supplement and arrange the content in a reasonable order; review carefully, avoid duplication; the draft section on anti-corruption needs to be clarified; and the areas of non-cash payments need to be more clearly stated...
The Prime Minister also gave some opinions on the goals to strive for by 2030, with a vision to 2045.
The Prime Minister suggested that in the coming time, the Subcommittee continue to work with central ministries and branches, and seek opinions from veteran revolutionaries. The Subcommittee Standing Committee will continue to listen to more contributions from scientists.
The Prime Minister emphasized that Deputy Prime Ministers and Ministers direct working sessions according to assigned work groups; proactively organize seminars and discussions with experts and researchers to complete the draft report./.
