Any country with high competitiveness will have many opportunities to rise up, develop rapidly and sustainably. Competition between countries is ultimately competition for intellectual capital, reflected in the quality of human resources and the level of science and technology. Resolution 6 of the 11th Party Central Committee on science and technology development has emphasized that the development and application of science and technology is a top national policy, one of the most important driving forces for socio-economic development and national defense.
