Prime Minister: Resolutely cut out cumbersome procedures that cause trouble for people and businesses
Prime Minister Pham Minh Chinh emphasized that promoting the development of science, technology, innovation, and digital transformation must be associated with simplifying and resolutely cutting cumbersome and troublesome administrative procedures, eliminating the request-granting mechanism, reducing time, costs, and compliance for people and businesses; taking people and businesses as the center, subject, driving force, and development resource; promoting public-private cooperation to mobilize resources.

On the morning of May 17, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06, chaired the second meeting of the Steering Committee.
Co-chairing the meeting were Deputy Heads of the Steering Committee: Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Party Central Committee member, Deputy Prime Minister Ho Duc Phoc; Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung; General Phan Van Giang, Politburo member, Minister of National Defense; leaders of ministries, branches, central agencies and a number of universities, corporations and large enterprises.
Attending the meeting at the 63 local bridge points were leaders of provinces and centrally run cities. The meeting focused on assessing the implementation situation in the first months of 2025 and key directions and tasks in the coming time.
Deploy decisively and rapidly, achieving positive results
The reports and opinions at the meeting unanimously assessed the general results achieved in the past time.
First, leadership and directionbe deployed vigorously and organized synchronously with high determination from the central to grassroots levels.
The Government has amended, supplemented and updated Resolution No. 03/NQ-CP and issued Resolution No. 71/NQ-CP on the Government's Action Program to implement Resolution No. 57-NQ/TW (63/63 localities and 22/22 ministries and branches have issued action plans to implement the Resolution).
Strengthening the Government's Steering Committee on Science and Technology Development, Innovation, and Digital Transformation (Decision No. 929/QD-TTg dated May 15, 2025). Establishing 3 working groups to assist the Steering Committee.
In the first 4 months of 2025, the Government and the Prime Minister issued 26 resolutions, 31 decisions, 9 directives, 13 dispatches on digital transformation, administrative reform and implementation of Project 06. Organized 6 national online meetings and conferences on science and technology, innovation, digital transformation, administrative reform and implementation of Project 06. Launched the movements "The whole country competes in innovation and digital transformation" and "Digital education for all".

Second, institutions, mechanisms, and policiesrelated to science and technology, innovation, digital transformation, administrative reform and Project 06 continue to be focused on completion. In particular, the National Assembly has issued Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation. 19 draft laws and 3 resolutions are being submitted to the National Assembly at the 9th session, 15th tenure.
The Government has issued 11 decrees. The Vietnam Digital Government Architecture Framework, version 4.0, has been issued.
Third, digital transformation continues to develop strongly. Accelerate the deployment of 5G services nationwide (11,500 BTS stations were built in the first 4 months of 2025). Mobile internet speed increased sharply, entering the top 20 in the world. License and pilot satellite internet deployment.
E-commerce continues to grow strongly (increased by 22% in the first 4 months of 2025). Cashless payments are widely deployed, increasing by 28.7%; POS machines and card acceptance devices are strongly deployed, increasing by 29.8%; 70% of consumers in major cities have used cashless payments daily.
The ICT industry has made good progress (digital technology product exports in the first four months of 2025 reached 49.4 billion USD, up 16.2%; ICT industry revenue is estimated at 423,300 billion VND, up 44.4%).
Tax management and electronic invoices have been implemented drastically and effectively, contributing to increasing State budget revenue (1.3 billion invoices were processed in the first 4 months of 2025, an increase of 15%); tax collection from e-commerce activities increased sharply (34,500 billion VND in the first 4 months of 2025, an increase of 19%).



Fourth, implementing Project 06be strongly promoted, spread, bring practical effects to people and businesses, strengthen social management and serve socio-economic development.
The national population database has been promoted, bringing practical results (completing the issuance of 100% of chip-embedded citizen identification cards for eligible citizens; activating over 63.4 million electronic identification accounts; providing 43 utilities on the VNeID application, an increase of 12 utilities compared to the end of 2024; cleaning up 12.8 million driver's license data).
Online public services serving people and businesses are increasingly being improved, gradually building a professional and modern administration (58/76 essential online public services have been deployed; 200 administrative procedures can have their file components reduced).
Integrated the Electronic Health Book and Electronic Medical Records with over 15.5 million citizen information; put into operation the Medical Data Coordination System (with 172 medical examination and treatment facilities in 29 localities using Electronic Medical Records); expanded the implementation of Digital School Records. Over 2.9 million policy beneficiaries have received social security benefits and 80% of people receive pensions and social insurance benefits through their accounts.
Fifth, administrative reform workbeen strongly implemented, especially the arrangement and streamlining of the state administrative apparatus (completed the arrangement and streamlining of the Government apparatus to 14 ministries and 3 ministerial-level agencies; at the same time, quickly and drastically implemented the arrangement and reorganization of administrative units at all levels and built a 2-level local government organization model).

The leader must be close to the job, decisive and deterrent.
In his concluding remarks, Prime Minister Pham Minh Chinh requested the Government Office, the Ministry of Science and Technology, the Ministry of Home Affairs, and the Ministry of Public Security to coordinate, absorb opinions, complete, and submit for promulgation the Conclusion of the Prime Minister and Head of the Steering Committee for unified implementation in the coming time.
On behalf of the Government leaders, the Prime Minister commended the efforts, endeavors and achievements of ministries, branches and localities that have done well, especially the Ministry of National Defense in developing the defense industry, researching, producing and mastering high-tech, advanced and modern weapons and technical equipment, the Ministry of Public Security in implementing Project 06, the Ministry of Science and Technology in implementing common tasks; the consensus, support and active participation of people and businesses.
In addition to the achievements, the Prime Minister pointed out the shortcomings and limitations, such as incomplete decentralization and delegation of power; many tasks are still behind schedule and have not seen clear changes. Many ministries, branches and localities have not proactively registered their funding needs for investment and regular expenditure for science, technology, innovation, digital transformation, administrative reform and Project 06.
Administrative reform has not been resolute and paid due attention; the reduction and simplification of administrative procedures has been slow; the quality of online public service provision is not high. Awareness in some places and at some times is not at the right level, so leadership and direction have not been resolute and timely; the implementation of the national single window for investment promotion and attraction and public administrative service centers at the provincial and communal levels has been slow in some places...



Analyzing the causes of the existence and limitations, the Prime Minister said that it was mainly due to the leader and emphasized that the leader must be close to the job, resolute, inspect, urge, and worry about the work. Where the Party Committee, government, and leader spend a lot of time and effort on this work, the work will progress and have clear results. Where the leader's sense of responsibility is not high, his efforts are not great, he is negligent, or even perfunctory, the work will be slow.
The Prime Minister emphasized the consistent guiding viewpoint:Promoting the development of science and technology, innovation, and digital transformation must be associated with simplifying and resolutely cutting out cumbersome and troublesome administrative procedures, eliminating the request-granting mechanism, reducing time, costs, and compliance for people and businesses; taking people and businesses as the center, subject, driving force, and resource for development; promoting public-private cooperation to mobilize resources; leadership, direction, operation, and implementation must be faster, bolder, and more effective; strengthening inspection, supervision, and handling of obstacles and arising problems.

Promoting 3 strategic digital breakthroughs
Regarding the orientation for the coming time, the Prime Minister stated that we must be determined to "accelerate and break through", change the state, turn the situation around, to achieve the socio-economic development target of 2025 (GDP growth reaching at least 8%) and the entire 2021-2025 term, creating momentum, creating momentum, creating force for double-digit growth. We must strongly innovate leadership, direction, operation, working style and manners in a scientific, professional and modern direction with the motto "Slim apparatus - Connected data - Modern management".
Along with that, promote 3 strategic digital breakthroughs, including digital institutions, digital infrastructure, and digital human resources. Promote resources for implementing science and technology, innovation, digital transformation, and increase spending on science and technology to 3% of the state budget. Ministries, branches, and localities must submit projects and programs approved by competent authorities.
Emphasizing the need to promote public-private cooperation, the Prime Minister called for more active participation of businesses, especially private enterprises, in terms of resources, building and perfecting institutions, creating motivation and inspiration.
Regarding key tasks and solutions in the coming time,The Prime Minister requested that it is necessary to continue raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new impulses, new motivations, and new spirit in the whole society.
Continue to promote extensive propaganda, raise social awareness of science and technology, innovation, digital transformation, administrative reform and Project 06. Continue to implement and organize substantial and widespread emulation movements nationwide to promote the combined strength of the entire political system, the active participation of businesses and people (especially the movements "The whole country competes in innovation, digital transformation" and "Digital education for all").
Along with that, step up the review, construction, and improvement of institutions, mechanisms, and policies; ensure resources for science and technology, innovation, digital transformation, and have priority mechanisms to mobilize resources.

The Prime Minister assigned the Ministry of Public Security to promptly complete and submit to the Government for promulgation a Decree detailing and implementing measures for the Law on Data; a Decree regulating the National Data Development Fund and a Decree regulating scientific, technological, innovation activities and data products and services, to be completed in June 2025; and assigned Deputy Prime Minister Nguyen Chi Dung to monitor and direct.
Ministries and branches, according to their assigned functions and tasks, urgently develop decrees guiding the implementation of 19 laws and 3 resolutions related to science and technology, innovation, and digital transformation, which are being submitted to the National Assembly at the 9th session; assign the Ministry of Justice to urge and assign Deputy Prime Minister Le Thanh Long to monitor and direct.
Ministries, branches and localities must promptly register projects and tasks on science and technology, innovation and digital transformation to report to competent authorities for approval and funding allocation; and assign Deputy Prime Minister Ho Duc Phoc to monitor and direct.
The Ministry of Finance shall develop and submit to the Prime Minister for promulgation a list and codes of administrative units in Vietnam in accordance with the plan to reorganize the provincial merger apparatus and organize two-level government, to be completed in June 2025; assign Deputy Prime Minister Ho Duc Phoc to monitor and direct.
Ministries and sectors, according to their assigned functions and tasks, urgently develop projects to deploy policy testing mechanisms to promote research, development, application, and transfer of strategic technology in sectors and fields; assign the Ministry of Science and Technology to urge and assign Deputy Prime Minister Ho Duc Phoc to monitor and direct.

Regarding the development of digital infrastructure, digital economy and digital government, the Prime Minister requested the development of synchronous and modern digital infrastructure; ministries, localities and enterprises to build their own databases, connecting with the national database. Organize controlled testing with new technology industries and develop smart manufacturing. The Ministry of Finance will soon complete and submit to competent authorities the pilot policy for the crypto asset market. Ministries, branches and localities need to focus on comprehensive digitalization and promote the application of artificial intelligence in state management activities.
The Prime Minister also requested to promote administrative reform, build a professional and modern administration; continue to promote the provision and improve the quality and efficiency of online public services, associated with the arrangement of administrative units; accelerate the implementation of Project 06; assign Permanent Deputy Prime Minister Nguyen Hoa Binh to monitor and direct.
The Ministry of Public Security coordinated with the Ministry of Science and Technology, the State Bank of Vietnam and relevant agencies and enterprises to launch a campaign to comprehensively review bank accounts and phone SIM cards to strengthen state management and prevent online fraud crimes.
The Prime Minister emphasized the requirement of "thinking for real, doing for real, achieving real results, and giving real benefits to the people" so that the development of science and technology, innovation, national digital transformation, administrative reform, and the implementation of Project 06 will continue to have strong, comprehensive, and sustainable changes, contributing significantly to promoting socio-economic development and constantly improving the prosperous and happy life of the people.
