Prime Minister: Investing in institution building is investing in development

Prime Minister Pham Minh Chinh pointed out the need to continue prioritizing resources and focusing on leadership and direction to build and perfect institutions.

On the afternoon of March 7, the Government coordinated with the National Assembly Standing Committee to hold an online conference with localities to disseminate and implement a number of laws and resolutions passed at the 9th Extraordinary Session of the 15th National Assembly.

Timely concretization of laws and resolutions into practice

At the 9th extraordinary session, the National Assembly considered and passed four laws, including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended).

The National Assembly also passed five resolutions related to the reorganization of the state apparatus and three other legal resolutions to promote the country's socio-economic development and specific, special, urgent and necessary mechanisms and policies for a number of important projects and works.

The promulgation of the above laws and resolutions is an important milestone in the law-making process, of great significance in serving the revolution of arranging and streamlining the apparatus of the political system and promptly removing difficulties and obstacles in institutions and policies, creating breakthroughs to perfect infrastructure, promoting resources, and creating new development space for localities and the whole country.

At the conference, delegates heard Vice Chairman of the National Assembly Nguyen Khac Dinh brief on the results of perfecting the institutional framework for the organization and apparatus to streamline the organization and apparatus.

Deputy Prime Minister Le Thanh Long presented the Government's summary report on the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Extraordinary Session.

Leaders of a number of National Assembly Committees and ministries and branches have thoroughly grasped new points and key contents of a number of laws and resolutions.

Perfecting and reforming institutions to remove barriers

Concluding the conference, Prime Minister Pham Minh Chinh requested that the remaining decrees and circulars be completed and issued in March 2025, and at the latest in April 2025, to guide and detail the implementation of laws and resolutions passed at the 9th Extraordinary Session of the 15th National Assembly.

The laws and resolutions passed by the National Assembly at the 9th Extraordinary Session have many pilot contents, so in practice, there will be problems arising. Therefore, it is necessary to pay attention to feedback and suggestions to supplement and adjust when reality proves to be correct, in the spirit of not being perfectionist or hasty.

The Head of Government also emphasized the need to attach importance to policy communication, especially communicating new, difficult, and entangled issues in practice; focusing on coordinating implementation between agencies in the political system so that the law can be effectively implemented.

Regarding the general orientation, Prime Minister Pham Minh Chinh pointed out the need to continue prioritizing resources and focusing on leadership and direction to build and perfect institutions.

Reflecting the importance of perfecting and reforming institutions to remove barriers and facilitate development when institutions are both the "bottleneck of bottlenecks" and the "breakthrough of breakthroughs", the Prime Minister requested to allocate resources and focus on perfecting institutions to create momentum and resources for development.

“Investing in institutional building is investing in development. We should not have the viewpoint of “measuring fish sauce and counting onions” here,” the Prime Minister stated.

In addition, the Prime Minister noted the need to ensure the Party's comprehensive leadership, closely follow reality, proceed from reality, respect objective reality, take reality as a measure to legislate; maximize the creativity of each individual, collective, and participating entity; listen to the people and businesses; and refer to human knowledge to build and perfect institutions.
