Prime Minister urges urgent tasks to restore and develop socio-economy
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 290/CD-TTg urging ministries, branches and localities to carry out urgent tasks to deploy the Socio-Economic Recovery and Development Program.

The dispatch stated: To ensure drastic and synchronous implementation, promoting the immediate effectiveness of the Socio-Economic Recovery and Development Program (the Program) according to Resolution No. 11/NQ-CP dated January 30, 2022 on the Program and implementing Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program, the Prime Minister issued Official Dispatches No. 126/CD-TTg dated February 12, 2022 and Official Dispatch No. 252/CD-TTg dated March 16, 2022 requesting ministries, agencies and localities to more drastically and effectively implement the tasks and solutions set out in Resolution No. 11/NQ-CP dated January 30, 2022.
In recent times, ministries, agencies and localities have actively implemented the tasks and solutions set out in Resolution No. 11/NQ-CP. However, the progress of implementing many tasks has been slow, especially the issuance of guiding documents, affecting the implementation of the goals and solutions set out in the Program. The Prime Minister requested the Ministry of Planning and Investment, the Ministry of Education and Training and ministries and agencies that were slow to complete the assigned tasks in March 2022 to seriously learn from experience and not allow further delays.
To ensure the immediate effectiveness of the Socio-Economic Recovery and Development Program, the Prime Minister requests:1- Ministries and agencies urgently complete the following tasks and documents to submit to competent authorities no later than April 10, 2022:
a) The Ministry of Planning and Investment urgently:
- Complete the list of tasks, projects and capital allocation plan for tasks and projects under the Program in accordance with the direction of the Government leaders in Official Dispatch No. 75/TB-VPCP dated March 17, 2022, and report to the Government and the Prime Minister.
- Develop a plan to flexibly adjust public investment capital sources in the Medium-term Public Investment Plan for the period 2021 - 2025 and public investment capital sources of the Program in 2022-2023, report to the Government and Prime Minister.
b) The State Bank of Vietnam urgently completes the draft Decree guiding the implementation of interest rate support for loans from the State budget for enterprises, cooperatives, and business households in accordance with the direction of the Government leaders in Official Dispatch No. 1971/VPCP-KTTH dated March 30, 2022, and reports to the Government and the Prime Minister.
c) The Ministry of Education and Training shall urgently submit to the Prime Minister a Decision on conditions, procedures, and interest rates for loans to non-public preschool and primary schools.
d) The Ministry of Science and Technology urgently amends Circular No. 12/2016/TTLT-BKHCN-BTC dated June 28, 2016 regarding contents under its management to promptly remove difficulties and obstacles in the use of the Science and Technology Development Fund of enterprises.
d) The Ministry of Information and Communications urgently deploys the provision of tablets under the "Wave and Computer for Children" Program from the Vietnam Public Telecommunications Service Fund.
2- The Ministry of Finance urgently develops a draft Decree on extending the deadline for payment of corporate income tax, personal income tax, value added tax, special consumption tax and land rent in 2022, and reports to the Government and the Prime Minister before April 15, 2022.
3- Ministries, agencies and localities, according to their assigned functions, tasks and powers, shall urgently, resolutely, synchronously and more effectively implement the tasks and solutions in Resolution No. 11/NQ-CP; proactively and promptly handle arising issues within their authority or report to competent authorities as prescribed; take full responsibility before the Government and the Prime Minister for ensuring progress and quality in accordance with the set requirements./.
