Prime Minister agrees to organize a common national exam
Prime Minister Nguyen Tan Dung requested the Minister of Education and Training to publicly announce the plan to reform the high school graduation exam at the beginning of the 2014-2015 school year.
The Government Office has just announced the direction of the Prime Minister - Chairman of the National Committee for Education and Training Innovation, at the recent meeting of this Committee. Accordingly, the Prime Minister agreed to organize a national exam to consider high school graduation and serve as a basis for university and college admissions.
Prime Minister Nguyen Tan Dung requested the Minister of Education and Training to publicly announce at the beginning of the 2014-2015 school year the plan to reform the high school graduation exam and university and college admissions based on continued research, analysis, and acceptance of public opinions and social feedback on the three plans that the Ministry of Education and Training is seeking opinions on and other plans, taking note of the plan of Hanoi National University to choose a suitable plan.

Regarding the plan to organize high school graduation exams and university and college admissions, the Prime Minister agreed with the proposal of the Ministry of Education and Training to continue to innovate exams in the direction of organizing a national exam, meeting two requirements of using exam results to consider recognition of high school graduation, and at the same time creating a reliable basis for universities and colleges to use in the process of implementing autonomous enrollment of the school according to the provisions of the Law on Higher Education.
The officially selected option must ensure the most objective assessment, meet the above two objectives; create favorable conditions, minimize inconvenience to learners and people, and receive high social consensus.
In addition, the Prime Minister said that it is necessary to have an orientation to perfect the education system appropriately, in an open, flexible, and interconnected direction; as a basis for implementing other innovative contents to meet the requirements of international integration and building a learning society.
The Prime Minister requested that the preschool and general education systems remain stable as they are now, including preschool, 5-year primary school, 4-year secondary school, and 3-year high school; universal education is 9 years. After secondary school, high school streams and career orientation will be established. Ensure vertical connectivity between levels of vocational education including primary, intermediate, and college with levels of university education including university, master's, and doctorate; ensure horizontal connectivity within the same level of education.
The Prime Minister agreed to the policy of innovating the general education program and textbooks in the direction of separating the program from the textbooks, implementing the policy of 1 program, many textbooks.
Regarding the compilation of new textbooks, there are two options. Option 1: The Ministry of Education and Training takes the initiative to compile a set of textbooks; at the same time, encourages organizations and individuals to compile textbooks. Option 2: Organizations and individuals compile textbooks; the Ministry of Education and Training organizes appraisal and permits their use.
The Ministry of Education and Training completed the Project on innovation of general education programs and textbooks, reported to the Government for further improvement, and submitted to the National Assembly at the 8th session to issue a new Resolution to replace Resolution No. 40/2000/QH10 dated December 9, 2000 on innovation of general education programs./.
