Prime Minister: Do not be passive in the national exam
The process of preparing for the national high school exam must anticipate all difficulties and have solutions, not be passive, not be subjective with the goal of ensuring the best exam organization.
Prime Minister Nguyen Tan Dung emphasized the above request after listening to the Ministry of Education and Training's leaders report on preparations for the 2015 national high school exam at a meeting held on the afternoon of March 9 at the Government headquarters.
Reporting to the Prime Minister on preparations for the 2015 national high school exam, Deputy Minister of Education and Training Bui Van Ga said some new points.

The exam is similar to the 2014 high school graduation exam and university and college entrance exam.
Specifically, this year's exam will have 38 inter-provincial exam clusters (at least 2 provinces, cities/1 cluster) for high school graduation exam candidates who wish to apply for university and college; provincial exam clusters are for candidates who only wish to take the graduation exam. The organization at the exam clusters all follow the same process.
Candidates who are considered to be recognized as graduates must take 3 compulsory subjects (Math, Literature, Foreign Language) and 1 elective subject from Physics, Chemistry, Biology, History, Geography. The results of these 4 subjects are also used for admission to appropriate majors of universities and colleges. Candidates can register for other subjects from the elective subjects to have more opportunities to be admitted to universities and colleges. Candidates who have graduated from high school in previous years can only register for subjects serving university and college admission, etc.
The exam questions in the national high school exam are similar to the high school graduation exam and university and college entrance exam in 2014 in the direction of assessing learners' abilities, increasing the requirement to apply knowledge, and open questions.
Minister of Education and Training Pham Vu Luan said the spirit of the examination and admission regulations is to create maximum convenience for students. University and college admissions respect students' right to study, their right to be considered for admission, as well as the right to enroll students of universities and colleges.
Notably, up to now, 125 universities and colleges have had their enrollment plans approved by the Ministry of Education and Training using high school graduation exam results at both provincial and inter-provincial exam clusters; 300 universities and colleges use graduation exam results at inter-provincial exam clusters.
Candidates registering for university and college admission after knowing the results will help them have more opportunities and proactively choose faculties and majors that suit their abilities and interests.
“The admission plans of universities and colleges all have quality assurance thresholds. All exam results and admission results of schools are publicly updated online,” said Minister Pham Vu Luan.
Provide information on exam structure and exam samples
Speaking at the meeting, Deputy Prime Minister Vu Duc Dam said that organizing a national high school exam not only saves money for the central and local budgets, universities and colleges, but also the biggest cost for each student's family as well as the whole society.
However, the Ministry of Education and Training needs to continue to coordinate with localities to review the organization of inter-provincial exam clusters as well as exam clusters in each province to be appropriate, creating convenience and minimizing risks during the exam process for students and their families.
In particular, the Ministry of Education and Training must inform about the structure of the exam questions, provide sample exam questions so that schools and students have time to prepare; clearly stipulate the assignment of officials and teachers to invigilate and grade exams at inter-provincial exam clusters, have a cross-monitoring mechanism; adjust regulations on submitting exam score reports for university and college admissions in both paper and online copies to avoid candidates flocking to big cities to submit score reports during admissions periods.
“The key is that provincial leaders must also proactively and actively participate and create all conditions during the organization of the exam, because this is not just an exam for the Ministry of Education and Training, but the whole country must do it together to help the education sector,” said the Deputy Prime Minister.
Clearly inform related issues, anticipate difficulties to have solutions
Appreciating the process of the Ministry of Education and Training in developing and promulgating the National High School Examination Regulations and the Regulations on University and College Admissions, Prime Minister Nguyen Tan Dung said that the preparation for exam innovation has met basic requirements, creating high consensus in the organization plan. In particular, students and their families have been given maximum favorable conditions, reducing costs for society, gradually integrating with the organization of learning and exams of advanced countries in the world. In particular, innovation must still ensure the rights and aspirations of all students in the country to study and take exams.
“Innovation in the national high school exam ensures that students who have studied must pass the exam with quality, with honest learning results, as a basis for university and college admission, as well as those who just want to graduate high school and then go to work. Even those who initially only want to take the graduation exam but later wish to apply for university or college, we must meet all of them. At the same time, we must ensure the autonomy of universities and colleges in enrollment and the State's management of the quality of education and training,” said the Prime Minister.
The Prime Minister requested the Ministry of Education and Training to urgently develop a propaganda project for the people and the whole society to understand the purpose, meaning, benefits of this exam, the difficulties that may be encountered and how to handle them. In particular, media agencies, Party committees and local authorities must proactively and actively participate in propaganda and explain specifically to students and their families to clearly and thoroughly understand the new points, to avoid the situation of not understanding and not knowing what to do according to the new exam and admission regulations.
In addition, the leaders of the universities participating in organizing the exam clusters must thoroughly understand the spirit and responsibility for their children and for the country's education. The accommodation, travel, and living arrangements for teachers participating in exam supervision and grading must be ensured to the maximum extent.
