On February 28, at the Government Headquarters, Prime Minister Nguyen Tan Dung chaired the regular February Government meeting.
According to the general assessment of the Government members: Although it is the Lunar New Year month, the consumer price index in February only increased by 1.32% compared to the previous month. This is the lowest increase compared to the same period in the past 4 years. The Government members said that the low increase in the consumer price index in the Lunar New Year month is thanks to the drastic and effective implementation of policies and measures by all levels, sectors and localities under the direction of the Prime Minister, especially strengthening market price management, stepping up the fight against smuggling, tax evasion, trading in counterfeit goods, counterfeit goods, preparing a good supply of goods, rich in types, diverse in designs contributing to stabilizing market prices...
Exports in the past two months also reached nearly 19 billion USD, not only increasing by nearly 24% over the same period last year, but more importantly, the export turnover of the domestic sector is improving positively...

Overview of the regular Government meeting in February 2013
Faced with a number of emerging issues such as production and business still facing many difficulties, credit growth decreasing, prices of vegetables, fruits, and food increasing, and traffic accidents becoming more complicated, Prime Minister Nguyen Tan Dung agreed with many recommendations and proposals from Government members requesting ministries, branches, and localities to continue focusing on concretizing Resolution 01 and Resolution 02 of the Government.
Prime Minister Nguyen Tan Dung emphasized: "Ministries and localities must continue to implement Government Resolution 01 and Resolution 02. In implementing the Resolution, it is necessary to pay attention to institutional issues."
In this spirit, Prime Minister Nguyen Tan Dung requested ministries, branches and localities to focus on drastically removing difficulties and obstacles and providing timely support to maintain and develop production and business in both industry - agriculture and services, in conjunction with accelerating the disbursement of public investment capital according to plan, researching and promulgating mechanisms and policies to strongly encourage domestic and foreign investment resources as well as attracting foreign direct investment.
The Prime Minister requested relevant ministries and sectors not to be subjective or negligent in controlling inflation, continue to strengthen market management, fight smuggling, control prices; ensure supply as well as circulation of goods, especially food and foodstuffs, and limit sudden price increases after Tet.
The Prime Minister agreed to establish a Price Management Group to increase inter-ministerial coordination in harmonious management based on market principles, but at the right time and in the right way to achieve the goal of controlling inflation.

The Prime Minister requested the State Bank to lower interest rates appropriately and increase credit reasonably to more actively support production and business, ensure the target of controlling inflation, continue to maintain exchange rate stability, and step up the handling of bad debts in the system.
Prime Minister Nguyen Tan Dung stated: "In handling bad debt, banks must definitely take responsibility for handling it, setting aside risk reserves to handle it, and then restructuring the debt."
The Prime Minister requested leaders of ministries and branches to direct the restructuring of banks according to plan, and resolutely not let weak banks disrupt the financial and monetary market.
Prime Minister Nguyen Tan Dung also noted that the Ministry of Finance should proactively plan budget revenue and expenditure. Ministries, sectors and localities should continue to proactively implement social security policies and programs to care for the people, especially the poor, policy beneficiaries and meritorious people, including specific mechanisms to support production development and improve the lives of ethnic minorities in remote areas; continue to promote administrative reform, prevent corruption and waste; focus on resolving citizens' complaints and denunciations, especially resolving outstanding and long-standing cases in the spirit of democratic dialogue and understanding; seriously and responsibly implement the amendment of the 1992 Constitution...
The Prime Minister requested ministries, branches, localities, especially functional forces, to strengthen measures to prevent and control epidemics; fight against crimes; reduce traffic accidents, especially strictly handle the situation of drinking alcohol, not wearing helmets when driving motorbikes, and resolutely eliminate the situation of helmets that do not ensure quality...
Along with resolutely fighting against the situation where some markets are blocking Vietnamese goods, the Prime Minister requested that ministries coordinate closely with each other to negotiate closely and effectively the Trans-Pacific Partnership (TPP).
Local ministries and branches continue to proactively provide official information to press agencies and respond promptly to issues related to their ministries and branches to properly orient public opinion.
