Prime Minister: Hope international friends support Vietnam in transforming its development status

On the morning of March 14, attending the Policy Forum "Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era" within the framework of the International Conference on Artificial Intelligence and Semiconductors 2025 (AISC 2025), Prime Minister Pham Minh Chinh said that Vietnam is determined to develop rapidly and sustainably based on the foundation of science and technology, innovation, digital transformation, especially emerging industries such as artificial intelligence (AI), semiconductor industry...; hoping that international friends will support Vietnam to turn the situation around and change the country's development status.

Strategic choices, top priorities

AISC 2025 is held from March 12 to 16 in Hanoi and Da Nang, organized by the National Innovation Center (NIC) in collaboration with Aitomatic Organization (USA).

With the theme “Building the future: Connecting AI and global semiconductor technology,” the event attracted more than 1,000 domestic leaders, experts and leaders of investment funds, banks, and international organizations, including representatives of many large technology corporations in the world, leading experts in the field of AI and semiconductors such as: Google, Nvidia, AMD, Intel, Meta, IBM, TSMC, Qualcom, Marwell, MediaTek, Tokyo Electron, AlphaChip, Honeywell...

AISC 2025 is a series of events including conferences, seminars; exhibitions, cross-border business connections. The conference will announce Vietnamese organizations officially joining the AI ​​Alliance - a global alliance founded by IBM, Aitomatic Meta, AMD, Intel and leading academies, bringing together more than 140 members from 25 countries, with the mission of promoting open innovation in AI development.

At the Policy Forum “Vietnam proactively develops the semiconductor and artificial intelligence industry in the new era” held in Hanoi on the morning of March 14, experts representing the world's leading technology corporations and Vietnam such as Aitomatic, NVIDIA, Soitec, Honeywell, FPT... had many important opinions and proposals for Vietnam to proactively develop the semiconductor and artificial intelligence industry, helping Vietnam gradually affirm its position on the global technology map.

Believing that the policy of development based on science, technology, innovation, digital transformation, especially the semiconductor and AI industries is the right policy, the key to strongly developing Vietnam's digital economy, the delegates shared about global trends and Vietnam's actions in digital transformation and innovation; development trends of the semiconductor and artificial intelligence industry in the world and in Vietnam; key factors helping Vietnam take advantage of advanced technology platforms, increase competitiveness in the international arena; breakthroughs in the chip manufacturing process; Vietnam's potential to become a research and development (R&D) center for AI and semiconductors...

Also here, the National Innovation Center and related partners announced initiatives for Vietnam to master semiconductor technology and artificial intelligence; introduced the Vietnam Innovation Challenge Program 2025 with the theme "Building an open-source Vietnamese database to serve research, development and application of AI."

Prime Minister Pham Minh Chinh said that the world and regional situation is changing rapidly, unpredictably and hard to predict, however, peace, cooperation and development are still the main trends, with favorable opportunities intertwined with difficulties and challenges.

Therefore, there must be a new approach, a global, comprehensive approach to solve difficulties; there must be solidarity, cooperation, and sharing in the spirit of making the world better and better, people of each country can live in peace and cooperate for development; people must enjoy the fruits of the Fourth Industrial Revolution, of science, technology, and innovation. In particular, the efforts of the world's leading corporations are developing for the goal of humanity, with people at the center.

“Solidarity requires a new mindset, 1+1 must be greater than 2; double or triple the strength of each of us, if we want to go fast, we go alone, if we want to go far, we must go together; whether we go fast or far, we must go safely and sustainably,” Prime Minister Pham Minh Chinh emphasized.

Sharing what Vietnam is doing to welcome foreign investors and businesses, the Prime Minister said that Vietnam has a vision of becoming a developed country with high income by 2045, although Vietnam is still a developing country with a modest economic scale, in the process of transformation, high openness, and limited resilience to external shocks. To do this, Vietnam must be truly determined, courageous, and intelligent so that the country can develop, become rich, and the people can become increasingly prosperous and happy.

The Prime Minister said that to turn this vision and great goal into reality, resources must be created, because "resources come from thinking; motivation comes from innovation; strength comes from people and businesses."

According to Prime Minister Pham Minh Chinh, Vietnam has determined that by 2025 it must achieve a growth target of at least 8% or more, creating momentum, creating force, and creating a position for double-digit growth in the following years; although the target is difficult, Vietnam is determined to achieve it no matter how difficult it is, and with the cooperation and support of international friends, Vietnam is confident in achieving this goal.

Vietnam is determined to develop rapidly, with high growth but must be sustainable: Stabilize the macro economy, promote growth, control inflation; ensure major balances; control public debt, government debt, foreign debt, budget deficit; ensure progress, fairness, social security, everyone has equal access to development, leaving no one behind; protect a bright, green, clean environment; solve the problem of population development according to the new perspective of population development; build a healthcare system, care for, protect and improve the physical strength of Vietnamese people; focus on preserving cultural identity and business ethics.

International friends support Vietnam to turn around the situation and change its state

The Prime Minister stated that Vietnam is determined to develop based on the foundation of science and technology, innovation, digital transformation, green economy, digital economy, circular economy, creative economy, and strongly develop emerging industries such as artificial intelligence (AI), cloud computing, Internet of Things, and semiconductor chip manufacturing.

Vietnam identifies institutions as "bottlenecks of bottlenecks" but also "breakthroughs of breakthroughs," so it identifies institutions to develop semiconductors and AI, reduce compliance costs for people and businesses, and resolutely cut at least 30% of cumbersome administrative procedures.

Along with that, decentralization and delegation of power should be enhanced, along with resource allocation, enforcement capacity should be enhanced, inspection and supervision should be strengthened, and self-reliance and creativity of each relevant entity should be promoted.

Developing strategic infrastructure to serve AI development, semiconductor research and production, including investing in developing transport infrastructure to reduce logistics costs and increase product competitiveness; developing information technology, telecommunications, digital, and energy infrastructure to ensure no power shortage under any circumstances, ensuring radio and electricity infrastructure in remote areas; ensuring human resource development for the semiconductor and AI chip industry, including actively training 100,000 semiconductor and AI engineers in the coming years.

“This is the biggest challenge, but Vietnam is focusing on solutions to innovate the education and training system to improve quality, focusing on basic research, English training, popularizing English as a second language; and training in a reasonable stream with the spirit of lifelong learning,” the Prime Minister shared.

According to Prime Minister Pham Minh Chinh, Vietnam is promoting international integration and cooperation to share and learn from partners; building a peaceful, cooperative and developing environment, for stability to develop, development brings benefits to the country, the people are stronger and more powerful, the people enjoy a more prosperous and happy life.

Vietnam focuses on developing an ecosystem for AI and semiconductors; building a research and development (R&D) center suitable for Vietnam's conditions and capacity; promoting a startup ecosystem suitable for new conditions and capacity, meeting the country's overall development; developing international and regional financial centers in Ho Chi Minh City and Da Nang.

Currently, Vietnam is promoting the revolution in organization and apparatus arrangement, creating a streamlined, effective and efficient state apparatus; shifting from receiving and processing work for the people and businesses to serving the people and businesses; reaching out to the people, staying close to the people, performing tasks, resolving the people's requests, difficulties, problems and aspirations, and encouraging innovation and creativity of the people right at the grassroots level.

In order to turn the situation around, change the state, especially to meet the development of emerging industries with a strong determination, Vietnam is looking forward to international friends' advice, orientation of thinking, methodology, approach, development of vision, goals to ensure suitability with the situation in Vietnam, the world situation, feasibility and effectiveness.

In particular, we hope that friends will give us suggestions to help Vietnam improve its institutions; institutions must be open, especially cutting out cumbersome administrative procedures, shifting from management thinking to development promotion thinking; managing for development, not managing to cause difficulties; increasing decentralization, decentralization, creating creative space for each subject in the development process; issuing decisions as soon as possible to reduce compliance costs for people and businesses as much as possible.

Along with that, we hope that international friends will provide financial support such as preferential loans to ensure efficiency and rationality, help Vietnam build investment funds, including venture capital funds, develop financial centers, upgrade the stock market for direct and indirect investment; build a mechanism to promote public-private cooperation to mobilize resources from the people and society; transfer technology to Vietnam through R&D centers; create conditions for Vietnamese enterprises to participate in the supply chain, global production chain, production and business chain.

The Prime Minister suggested that corporations create conditions for Vietnamese people to participate in leadership and management with foreign enterprises; prioritize the recruitment of Vietnamese people to work in the world's leading corporations and enterprises; contribute to Vietnam in training high-quality human resources, developing international training centers and facilities, focusing on emerging industries such as semiconductor chips, AI, quantum optics, cloud computing, biomedicine; provide advanced training, complete training for engineers who have studied information technology and electronics; cooperate with Vietnam to build smart governance in enterprises, production facilities, factories, to every Vietnamese citizen, strive for all citizens to use the achievements of AI, which are virtual assistants; protect security and safety for people, limit the negative aspects of AI.

The Prime Minister affirmed that the Vietnamese Government is committed to making efforts and creating all conditions to contribute to helping foreign enterprises that have already developed develop faster and more effectively in the process of investing in Vietnam; ensuring that foreign enterprises have higher legal and legitimate profits, improving production and business efficiency; building incentive mechanisms to unleash all production capacity and natural potential, effectively exploiting the culture imbued with national identity, mobilizing all social resources to contribute to production and business; creating a positive development ecosystem; ensuring legitimate rights and interests for investors through solutions related to institutions, policies, and incentives in line with the spirit of harmonious benefits and shared risks, always innovating the investment and business environment with policies such as visas, work permits, and researching the construction of a national one-stop investment portal in the spirit of General Secretary To Lam's direction.

The Prime Minister emphasized that this is an encouragement, motivation, and support for Vietnam, but it is better that both sides must come up with specific investment programs, projects, and plans; "do together, enjoy together, win together; enjoy joy and happiness together" when "what is said is done, what is committed is implemented, with specific results," bringing common benefits, contributing to making the world better and better.

On the occasion, Prime Minister Pham Minh Chinh, Deputy Prime Minister Nguyen Chi Dung and delegates witnessed the announcement ceremony of the Semiconductor Human Resource Development Initiative; Semiconductor Startup Incubation and Development Initiative; and Initiative to Support Vietnamese Enterprises to Participate in the Global Artificial Intelligence Alliance.
