At the invitation of Prime Minister of the Socialist Republic of Vietnam Nguyen Tan Dung, Prime Minister of the Russian Federation Dmitri Medvedev began an official visit to Vietnam from November 6-7, 2012.

On the morning of November 7, at the Government Headquarters, Prime Minister Nguyen Tan Dung had a small meeting, then held talks with Russian Prime Minister Medvedev.
Attending the talks on the Vietnamese side were Deputy Prime Minister Hoang Trung Hai, Minister and Head of the Government Office Vu Duc Dam, Minister of Industry and Trade Vu Huy Hoang, Minister of Science and Technology Nguyen Quan, Vietnamese Ambassador to Russia Pham Xuan Son and leaders of several ministries and branches.
On the Russian side, there were Deputy Prime Minister of the Russian Federation AVDvorovovich, First Deputy Chief of the Government Office XE Prikhotko, Minister of Energy AVNovac, Ambassador of the Russian Federation to Vietnam AGCoptun and many other high-ranking officials.

Prime Minister Nguyen Tan Dung welcomed Prime Minister Dmitri Medvedev and the Russian Government delegation to an official visit to Vietnam – the first high-level visit since the two countries upgraded their relations to a comprehensive strategic partnership in July 2012, on the occasion of President Truong Tan Sang's official visit to the Russian Federation, considering this an important event in consolidating and developing the traditional friendship and comprehensive cooperation between Vietnam and the Russian Federation.
In an atmosphere of friendship, trust and mutual understanding, Prime Minister Nguyen Tan Dung and Prime Minister Dmitri Medvedev informed each other about the political, economic, social situation and foreign policies of each country; exchanged opinions on bilateral relations and international and regional issues of mutual concern.
The two sides agreed to continue strengthening political relations with high trust through delegation exchanges at all levels, especially high-level ones, diversifying cooperation channels through the Party, National Assembly, social organizations as well as between localities.
The two Prime Ministers welcomed the results of the 15th Session of the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation held in Moscow from October 17-19, 2012; highly appreciated the results achieved in key areas of cooperation (trade, nuclear energy, oil and gas, military-technical...) as well as in other areas of cooperation such as science-technology, education-training, culture, tourism...
Prime Minister Nguyen Tan Dung and Prime Minister Dmitri Medvedev focused on discussing the direction and measures to implement strategic cooperation projects, increase trade exchange to realize the goal of bringing two-way turnover to 7 billion USD by 2015; emphasizing the important significance of the agreement between Vietnam and the Customs Union (including Russia, Kazakhstan and Belarus) to open negotiations on establishing a free trade area FTA in the first quarter of 2013 and strive to conclude negotiations within 2 years; as well as the decision of the two Governments to establish a high-level Joint Working Group to promote priority investment projects between Vietnam and Russia, headed by the two Ministers of Industry and Trade.
The two Prime Ministers highly appreciated the activities of joint venture companies in oil and gas exploration and exploitation in Vietnam and the Russian Federation. Prime Minister Nguyen Tan Dung emphasized that Vietnam attaches special importance to promoting cooperation with Russia in the energy sector in general and oil and gas in particular, and requested Russia to continue creating favorable conditions for oil and gas enterprises of the two countries to establish new joint ventures to participate in projects in the Russian Federation; emphasizing that the Vietnamese Government will continue to create favorable conditions for Russian companies to implement oil and gas cooperation projects on the continental shelf of Vietnam.
Prime Minister Dmitri Medvedev affirmed that the Russian Government and oil and gas companies will continue to cooperate with Vietnam in oil and gas exploration and exploitation on Vietnam's continental shelf in the coming time; and support and facilitate oil and gas joint venture companies of the two countries to strengthen and expand cooperation on the territory of the Russian Federation.
Prime Minister Nguyen Tan Dung suggested that Russia consider creating favorable conditions for Vietnam to cooperate in establishing joint ventures to produce textiles, footwear, wooden furniture, seafood, electronics, etc. in the Far East and several other major cities of the Russian Federation.
Prime Minister Dmitri Medvedev affirmed that the Russian Government welcomes and encourages with preferential policies Vietnamese enterprises seeking investment cooperation opportunities in the Far East region as well as localities of the Russian Federation.
The two sides agreed to continue promoting cooperation in the fields of security and defense, science and technology, education and training, culture, sports, tourism, banking, and local cooperation. The two Prime Ministers expressed satisfaction with the coordination and mutual support between Vietnam and the Russian Federation at the United Nations as well as at regional and international forums and organizations. Prime Minister Dmitri Medvedev expressed his hope that Vietnam would continue to be a bridge for Russia to strengthen relations with ASEAN and Southeast Asian countries.
Prime Minister Nguyen Tan Dung thanked the Russian leaders and authorities at all levels for creating favorable conditions for the Vietnamese community to live and work stably in Russia; he expressed his belief that the Vietnamese community will continue to actively promote its role as a bridge to develop the friendly and cooperative relations between the two countries.
The two Prime Ministers believe that the successful results of the visit will create new momentum to strongly promote the Vietnam-Russia comprehensive strategic partnership.
Prime Minister Dmitri Medvedev respectfully invited Prime Minister Nguyen Tan Dung to pay an official visit to the Russian Federation. Prime Minister Nguyen Tan Dung sincerely thanked him and happily accepted the invitation. The time of the visit will be arranged through diplomatic channels.
After the talks, Prime Minister Nguyen Tan Dung and Prime Minister Dmitri Medvedev witnessed the signing of an Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in the field of using outer space for peaceful purposes and a number of cooperation documents in the fields of energy and trade./.
