These summits also take place in the context of the complex changes in the regional and global situation, which continue to have multi-dimensional impacts on ASEAN, with many opportunities and challenges intertwined. Peace and cooperation are still the dominant trend, but many challenges and complexities have been and are occurring.
Besides, the situation in the East Sea continues to develop complicatedly. Although China has withdrawn the Haiyang Shiyou-981 drilling rig, it continues to carry out illegal reclamation activities at sea, disrupting the status quo, causing tension, complicating the situation, and not beneficial to peace and stability in the region.
In the above context, the focus of these summits will be on discussing the promotion of the implementation of the Roadmap for the ASEAN Community, building a post-2015 community orientation; promoting solidarity and ASEAN's central role in the regional structure; reviewing and proposing directions for strengthening ASEAN's relations with partners within the framework of ASEAN+1, ASEAN+3, EAS; as well as discussing regional and international issues of mutual concern.
The goal of the Vietnamese delegation attending these summits is to continue to actively contribute to the consolidation and unity of ASEAN, promote the Association's central role in the evolving regional structure, gain support from partners, promote the completion of the goal of building the ASEAN Community by 2015 and orient the next development phase of the Association after 2015 as well as participate in making constructive contributions to other issues of common concern to the region.
The motto of the Vietnamese Delegation is to continue promoting the spirit of "proactiveness, positivity, and responsibility" in participating in ASEAN cooperation; actively participating in making constructive contributions to issues of common concern in the region.
