The Vietnamese high-ranking delegation included Deputy Prime Minister Nguyen Thien Nhan; Minister of Foreign Affairs Pham Binh Minh; Minister and Head of the Government Office Vu Duc Dam; Vietnamese Ambassador to Cambodia Ngo Anh Dung and a number of leaders representing ministries, central agencies, the National Assembly's Foreign Affairs Committee, and the Vietnam-Cambodia Friendship Association.

Prime Minister Nguyen Tan Dung led a high-ranking Vietnamese delegation to lay a wreath in tribute to His Majesty King Norodom Sihanouk, along with wreaths from General Secretary Nguyen Phu Trong, President Truong Tan Sang, National Assembly Chairman Nguyen Sinh Hung, Standing member of the Secretariat Le Hong Anh, Chairman of the Central Committee of the Vietnam Fatherland Front Huynh Dam, and the Ministers of National Defense, Public Security, and Foreign Affairs. The wreath of the high-ranking Vietnamese delegation bore the inscription "The high-ranking delegation of the Communist Party of Vietnam, the State, the National Assembly, and the Government of the Socialist Republic of Vietnam pay their respects!".
Prime Minister Nguyen Tan Dung respectfully wrote in the condolence book, which read: “The Communist Party of Vietnam, the State, the National Assembly, the Government and the people of Vietnam deeply mourn the passing of His Majesty the King of Cambodia Norodom Sihanouk, a great and close friend of the Vietnamese people. We will forever remember His Majesty the King's warm affection for the Vietnamese people as well as his valuable contributions to the good friendship and close relationship between Vietnam and Cambodia.”

At the meeting, Prime Minister Nguyen Tan Dung conveyed the deepest condolences of General Secretary Nguyen Phu Trong, President Truong Tan Sang, National Assembly Chairman Nguyen Sinh Hung, former senior leaders of the Party, State, National Assembly, Government and people of Vietnam to Queen Mother Norodom Monineath Sihanouk, King Norodom Sihamoni, the Royal Family, leaders of the Senate, National Assembly, Royal Government and all Cambodian people; emphasizing that the passing of His Majesty King Norodom Sihanouk is a great loss for the country and people of Cambodia; Vietnam has lost a great and close friend who was close to the Vietnamese people during difficult and arduous years; affirmed that the Vietnamese people will never forget the support and invaluable contributions of His Majesty King Norodom Sihanouk to the struggle for independence and national reunification of the Vietnamese people and will do their utmost together with King Norodom Sihamoni, the leaders and people of Cambodia to continue to strengthen solidarity, preserve and promote the tradition of good relations between the two countries that His Majesty King Norodom Sihanouk and generations of leaders and people of the two countries have worked hard to cultivate.

On the same day, Prime Minister Nguyen Tan Dung met with Cambodian Prime Minister Samdech Hun Sen. The two sides affirmed to continue strengthening solidarity and relations between the two countries as well as the Vietnam-Laos-Cambodia relationship. On this occasion, the two Prime Ministers also discussed a number of regional cooperation issues of mutual concern.
