Prime Minister Nguyen Xuan Phuc: Need to disburse all 700,000 billion VND of public investment

At the meeting, ministries and branches discussed support packages for areas such as production and business, social security... as well as a number of other solution packages expected to be presented at the upcoming conference.

Regarding public investment, the Prime Minister stated that it is necessary to disburse all remaining capital in 2019 and the 2020 plan, nearly 700,000 billion VND (about 30 billion USD), resolutely implement key projects, and have strict sanctions.

Regarding fiscal solutions, the Ministry of Finance continues to review the support package, report to the National Assembly Standing Committee on reducing corporate income tax and other taxes, increasing anti-epidemic spending, cutting regular spending, calculating the increase in deficit due to reduced revenue, increased state budget spending, etc.

The Prime Minister also requested the Ministry of Finance to take the lead with the State Bank and the Ministry of Planning and Investment in finding additional resources for the State budget.

Regarding currency, the Prime Minister clearly stated and agreed on the orientation of the solutions that the State Bank is implementing and proposing in the coming time, noting solutions to support capital and reduce interest rates, including continuing to study refinancing loans, 0% interest rates to support businesses in paying salaries to employees...

The Prime Minister also proposed calculating and researching another package of government bonds to stimulate demand.

Regarding the labor support package and social security, the Prime Minister agreed with the 6 points proposed by the Minister of Labor, Invalids and Social Affairs and requested a report to the competent authority.

Regarding the issue of lending interest-free loans to businesses to pay salaries to employees, the Ministry of Labor, Invalids and Social Affairs will coordinate with the Ministry of Finance and the State Bank to implement.

Regarding consumer credit, the Prime Minister agreed with the proposal of the Ministry of Industry and Trade, assigning the Ministry of Industry and Trade and the State Bank to study specific mechanisms, "what solutions can stimulate demand more strongly?".

Regarding the plan to ensure security and order, the Prime Minister requested the Ministry of Public Security to receive opinions, complete the report, solutions, and possible situations.

At the upcoming conference, the Prime Minister also wants localities to speak up about solutions, "not complain about difficulties".
