Prime Minister Nguyen Xuan Phuc: Building e-Government must be faster, without delay
(Baonghean.vn) - Speaking at the online conference of the National Committee on e-Government, Prime Minister Nguyen Xuan Phuc said that the construction of e-Government and e-Government must be done faster, without delay.
Speaking at the opening of the conference, Prime Minister Nguyen Xuan Phuc stated that building an e-Government is a big, new, and urgent issue to develop the country.
Over the past time, this work has made some progress but there are still many shortcomings and inadequacies, therefore, it is necessary to regularly inspect, urge, and propose new policies and measures to remove them and promote e-Government in Vietnam. The Prime Minister asked the delegates to focus on discussions, have frank opinions, and uphold responsibility to contribute to the construction of e-Government.

VIETNAM RANKS 86/193
According to the Survey Report ranking the level of e-Government development of 193 countries and territories worldwide, Vietnam increased 2 ranks, ranking 86/193 countries, 24/47 Asia and 6/11 Southeast Asia.
By July 2020, the dedicated data transmission network had connected to 100% of ministries, branches, provinces and centrally run cities; 96% of districts, towns and cities.
From January 1, 2019 to July 31, 2020, there were a total of about 4.4 million official transactions conducted through the national data integration and sharing platform (NGSP), with an average of more than 7.6 thousand transactions per day. The rate of electronic document exchange nationwide reached 88.53%.

The estimated cost and time saved for people and businesses when carrying out an administrative procedure through NGSP is 30,500 VND. Each year, the service of connecting birth registration and issuing health insurance cards for children under 6 years old through NGSP alone can help save society about 48.8 billion VND.
The goal set by the Ministry of Information and Communications by the end of 2020 is for 100% of ministries, branches, and localities to have a data integration and sharing platform (LGSP).
By July 2020, the national average rate of level 4 online public services (ELPS) reached about 15.91%. There were 9 ministries, government agencies and 11 provinces and cities with a level 4 online public service rate of over 30%, including the Ministry of Health and the Ministry of Information and Communications with a level 4 online public service rate of 100%.
BUILDING AN EFFICIENT AND MODERN ADMINISTRATION
Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung said that, realizing the importance of building e-Government, in recent times, Nghe An province has focused on investing in the application and development of IT in socio-economic development, especially focusing on implementing the construction of e-Government.
Up to now, 100% of departments, branches, sectors, and district-level People's Committees have portals and electronic information pages with synchronized technology, centrally operated on one system, integrating information systems on public services of departments, branches, sectors, 21 urban districts and 460 communes in the province. The online meeting system from the province to 21 districts, cities, towns and a number of departments and sectors with 26 focal points has been put into operation and exploited effectively.

Electronic One-stop system from the province, district, to the People's Committees of 460 communes in the area through the VNPT Igate service system. Up to now, 1,887 online public services have been provided on the system, including 1,168 level 2 public services; 632 level 3 online public services; 87 level 4 online public services.
In order for IT to truly contribute to building an effective and modern administration, in the coming time, Nghe An will continue to effectively implement the tasks and solutions in Resolution No. 17; Focus resources on developing technical infrastructure, information systems, integrated and shared platform systems at the provincial level, capable of connecting with the Central Government to create a foundation for developing e-government, ensuring information safety and security.
At the same time, promote and disseminate awareness, understanding and use of online public services to businesses and people. Organize training courses, coaching and fostering to improve the qualifications and skills of officials and civil servants.
MUST DO IT FASTER, CANNOT DELAY
After listening to the speeches of ministries, branches and localities, Deputy Prime Minister Vu Duc Dam, Prime Minister Nguyen Xuan Phuc assessed the positive results in building e-Government in recent times. Such as, building applications for Covid-19 prevention and control; Electronic platforms have been developed rapidly, increasing dramatically by more than 3 times; information security systems continue to be strongly improved; online public services continue to be developed...
Referring to the existing problems in the legal environment; the rate of online public services at level 4 is still low; some national databases creating database platforms are still slow; there is not enough investment in cybersecurity; the implementation of national digital transformation in localities is not strong enough..., the Prime Ministerbelieves that the construction of e-Government and e-Government must be done faster and cannot be delayed any longer.
In the coming time, Prime Minister Nguyen Xuan Phuc requested ministries and branches to advise on perfecting institutions and strategies for building e-Government, ensuring that it meets the world's development trends and is suitable to the practical situation of Vietnam.
"Ministries, branches and localities must set a target of achieving 30% of level 4 online public service provision by the end of 2020. The Ministry of Information and Communications will synthesize the results of each province and ministry for evaluation and implementation. Urgently complete the integration and provision of online public services on the National Public Service Portal. We must do this work thoroughly."
The Prime Minister also assigned specific tasks to relevant ministries and branches. At the same time, he requested to accelerate the progress of developing and implementing component projects to promote the National Digital Transformation Program.
The Ministry of Public Security continues to focus on accelerating the implementation of the National Population Database to ensure its commissioning and operation before July 2021, providing data for ministries, branches and localities to reform administrative procedures and simplify citizen documents.
The Head of Government requested ministries, branches and localities to encourage and support businesses and young people to participate in building initiatives, inventions and proposals, contributing to building an increasingly effective e-Government and e-Government.
