Prime Minister Pham Minh Chinh: More determined in implementing the orientation of strong transformation to agricultural economic thinking
Implementing the plan under many difficulties and challenges, especially storm No. 3 (Yagi) causing heavy damage, but in 2024, the Agriculture and Rural Development sector still maintained high growth momentum, comprehensive development, and strong production transformation to agricultural economic thinking.
On December 27, the Ministry of Agriculture and Rural Development held an online conference to review 2024 and deploy the plan for 2025. The conference was chaired by comrades: Pham Minh Chinh - Politburo member, Prime Minister; Le Minh Hoan - Party Central Committee member, Minister of Agriculture and Rural Development.

At Nghe An bridge, comrades: Nguyen Van De - Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development co-chaired the conference.

Maintain strong growth momentum
In 2024, the Agriculture and Rural Development sector will implement the plan in conditions of mixed advantages and difficulties, challenges; natural disasters, especially storm No. 3 (Yagi) caused heavy damage... However, with the attention and close direction of the Central Party and the State, the whole sector has unified from awareness to action, strongly shifting to agricultural economic thinking, international integration, flexibility and efforts to maintain high growth momentum, comprehensive development, achieving and exceeding most of the main targets.

The GDP growth of the whole sector is estimated at about 3.3%. Agriculture continues to affirm its important position and is the pillar of the economy, firmly ensuring food security, major balances of the economy and contributing to macroeconomic stability, controlling inflation. The output and productivity of many key products increased quite high, typically: Rice nearly 43.7 million tons; fresh meat of all kinds 8.1 million tons; aquatic products 9.6 million tons; exploited wood nearly 22.9 million m3. The total export turnover of agriculture, forestry and fishery products and trade surplus increased to a record high, respectively 62.5 billion USD and 17.9 billion USD (accounting for about 71.6% of the country's surplus).
The sector has effectively implemented major strategies, plans, programs and projects, such as: Project on Sustainable Development of 1 million hectares of high-quality rice cultivation in the Mekong Delta; a number of important policies such as investment policy in forestry; policy to support improving livestock efficiency... and 4 national sectoral plans in the agricultural sector, creating a solid legal basis for developing the sector and sub-sectors and fields in the right direction.
By the end of 2024, about 78.7% of communes nationwide will meet new rural standards; of which, 2,225 communes will meet advanced new rural standards and 532 communes will meet model new rural standards. There will be 302 district-level units and 5 provinces meeting new rural standards.

In 2024, Nghe An's basic agricultural and rural development targets will be basically completed and exceeded. The total agricultural, forestry and fishery product (GRDP) at current prices is estimated at VND 46,696 billion, with an estimated growth rate of 4.14% over the same period last year. In 2024, 8 communes will meet NTM standards, 34 communes will meet advanced NTM standards, 10 communes will meet model NTM standards and 1 district will reach the NTM finish line.
Strong shift to agricultural economic thinking
In 2025, the Agriculture and Rural Development sector sets a target of GDP growth rate of 3.4 - 3.5% for the whole sector; agricultural, forestry and fishery export turnover of 64 - 65 billion USD; the rate of communes meeting NTM standards is over 80%; 325 district-level units meeting standards/completing the task of building NTM...

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and remarkable results achieved by the industry over the past year, especially in the prevention, control and overcoming of the consequences of typhoon Yagi.
At the same time, he directed: In the coming time, to ensure sustainable development, the Agriculture and Rural Development sector must forecast, respond quickly, flexibly and effectively to climate change, minimize damage caused by natural disasters, epidemics, saltwater intrusion, lack of water for production; pay attention to forest fire prevention and fighting, and environmental pollution.

Along with that, efforts are being made to remove the EC's "yellow card" on seafood fishing. Strengthening quality management, food safety and trade promotion. Increasing the proportion of communes meeting new rural standards, agricultural cooperatives, focusing on investment in irrigation infrastructure, natural disaster prevention and control to protect production safety and people's lives. Increasing public investment capital allocated from the beginning of 2025 to implement approved projects, avoiding having to stop or delay progress.
Be more determined in implementing the orientation of strong transformation to agricultural economic thinking, promote restructuring towards effective development, maintain national food security, protect the ecological environment; encourage green, organic, circular agriculture, large-scale commodity agriculture, high-tech application; promote the potential and advantages of each region and locality. Do better in planning, building strategies, building and perfecting institutions and mechanisms to promote rapid and sustainable development. Focus on all solutions so that farmers have a better life, modern and civilized countryside.
