Focus on site clearance and speed up progress of key projects in the agricultural sector
On the afternoon of July 5, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung chaired a working session on key projects in the agricultural sector.
Attending the meeting were Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee; along with leaders of relevant departments, branches, units and localities.

Many problems and difficulties
At the meeting, leaders of the Provincial People's Committee and sectors and localities listened to reports on the implementation status, difficulties and obstacles in the process of implementing the projects: Ban Mong Reservoir, Phase 1; Khe Lai - Vuc Mau Irrigation System, Phase 1; High-tech Forestry Zone Project in the North Central region and the Project to build infrastructure for resettlement areas to urgently evacuate 24 households from the disaster area of Thuan Hoa hamlet (Hung Hoa commune, Vinh city).

Currently, at the Ban Mong Reservoir Project Phase 1, the consulting work is facing many difficulties; the project adjustment work requires many procedures, so it takes a lot of time. The clearance elevation downstream of Auxiliary Dam 3 needs to be recalculated to choose a suitable option.
In the compensation and site clearance work, the handover of natural forest land in the flooded area along the Hieu River in Chau Binh Commune (Quy Chau) has not been processed; the relocation of 382 graves in Ke Khoang village has not been carried out; the funding source for adjusting and supplementing the item of paying for replacement forest planting is not enough.

Currently, the remaining workload is very large and complex, mainly due to the volume of site clearance, while there is not much time left to implement the project.
Regarding the Khe Lai - Vuc Mau irrigation system project, there are currently 169.97 hectares, related to 158 households that have not completed site clearance; the work of determining the origin of land by the People's Committee of Tan Thang commune (Quynh Luu district) is still slow compared to the requirements.

Currently, many households have not agreed on the approved compensation plan and are having disputes and complaints, and have not agreed on handing over the site to carry out the contract package for clearing the lake bed and the planned area of the mine to serve the completion of the main dam.
For the High-tech Forestry Zone project in the North Central region, because the Master Plan is under the authority of the Ministry of Construction for appraisal and approval by the Prime Minister, it takes a long time.

Regarding the project to build infrastructure for the resettlement area to urgently evacuate 24 households from the disaster area of Thuan Hoa hamlet (Hung Hoa commune, Vinh city), the second phase of site clearance has not yet approved the plan for the remaining area to have a basis for handing over the entire clean site to the construction unit, leading to the project not being implemented according to the set schedule.
At the meeting, leaders of the localities: Quy Chau, Quy Hop, Quynh Luu, Vinh City reported on the implementation of compensation and site clearance work; especially the difficulties and obstacles being encountered and made recommendations and proposals on many related issues.

Leaders of departments, branches and units also expressed opinions and exchanged recommendations and proposals from localities.
Resolutely clear the land, ensure the set progress
Concluding the working session, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Director of the Department of Agriculture and Rural Development to directly direct and take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee for the implementation progress and disbursement of capital in 2024 for the projects.
Every month, Vice Chairman of the Provincial People's Committee Nguyen Van De listens to progress reports on the Ban Mong Reservoir Project Phase 1 and the Khe Lai - Vuc Mau Irrigation System Project Phase 1 to direct the timely resolution of related problems and difficulties.
For the Ban Mong Reservoir Project Phase 1, the Department of Agriculture and Rural Development shall review all project items, especially the plan to handle landslides in the Chau Binh drainage canal, ensuring procedures are in accordance with regulations; complete the project adjustment dossier, to be completed before October 31, 2024; direct the re-establishment of the detailed construction progress of each project and report to the Provincial People's Committee before July 31, 2024.

The Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to hold weekly meetings with the Project Management Board and districts to resolve problems and difficulties, ensuring the project is completed on schedule.
The Department of Agriculture and Rural Development arranges staff to participate in the compensation and site clearance councils in the districts; proactively works with relevant departments and branches to resolve arising issues. Review the project management board, assign specific tasks to each individual, assign specific tasks, and transfer those who do not meet the requirements so as not to affect the project progress.
For the 3 localities: Quy Chau, Quy Hop, Nghia Dan, the Chairman of the Provincial People's Committee requested to assess and report on the specific situation of site clearance work; coordinate with the Department of Agriculture and Rural Development to establish a progress schedule for site clearance work and commit to a completion deadline. The Chairmen of the District People's Committees are directly and fully responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for site clearance work.

Particularly in Quy Chau district, focus on handing over 46 hectares of natural forest land before October 31, 2024; complete documents, work with the Department of Construction to adjust the resettlement area of slope 77, complete approval of adjustments before July 31; urgently complete the implementation of a new cemetery to relocate 443 graves of people.
Regarding the Khe Lai - Vuc Mau Irrigation System project, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that the project completion time is less than 6 months but the remaining workload is very large, especially site clearance.
Therefore, the Chairman of the Provincial People's Committee requested Quynh Luu district to urgently and resolutely carry out site clearance work, ensuring the completion of the entire project according to the set schedule; review all problems, and directly work with departments and branches to receive instructions on handling.

Quynh Luu district, based on the approved plan and instructions of the Department of Agriculture and Rural Development, will let the construction unit soon exploit the soil for the main dam to reach an elevation of +49m before July 15, 2024.
Determine the land origin of the remaining 99 plots to complete site clearance before August 31, 2024. Coordinate to determine compensation and site clearance plans, and hand over the entire site for construction of the main canal system before September 30, 2024.
Quynh Luu district must closely coordinate with the Department of Agriculture and Rural Development and units during the project construction process to have plans to ensure safety for the project and people, especially during the rainy season.

Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the Department of Agriculture and Rural Development to coordinate with Quynh Luu district and other departments and branches to prioritize site clearance.
The Nghe An Agricultural and Rural Development Construction Investment Project Management Board directed the construction unit to focus all resources to complete the items, first of all the main dam, before July 31, 2024.
Departments and branches, according to their assigned functions and tasks, support and guide Quynh Luu district in approving measurements for the main canal project, determining land origin, and advising the Provincial People's Committee on other support policies for the people.

Regarding the High-tech Forestry Zone Project in the North Central region, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the Provincial People's Committee will submit the Project to the Provincial People's Council for approval at the regular meeting in July; then complete the dossier to submit to the Ministry of Construction for appraisal and the Prime Minister for approval.
The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant sectors to complete the planning appraisal dossier, striving to submit it to the Prime Minister for approval before August 30, 2024; and advise on the plan to establish a management apparatus for the High-Tech Forestry Zone in the North Central region.
Regarding the Project to build infrastructure for the resettlement area to urgently evacuate 24 households from the disaster area of Thuan Hoa hamlet (Hung Hoa commune, Vinh city), the Chairman of the Provincial People's Committee requested Vinh city to focus on handing over the site to the investor before August 15, 2024.

The Department of Agriculture and Rural Development directed the Department of Economic Cooperation and Rural Development to coordinate with Vinh city in site clearance work, focusing on construction to complete the project in 2024.
