Chairman of the Provincial People's Committee: Focus on completing key tasks and implementing key projects

On the morning of March 26, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung chaired the regular meeting of the Provincial People's Committee in March 2024 to listen to and discuss many important contents.

Also attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee, members of the Provincial People's Committee, leaders of departments, branches and sectors under the Provincial People's Committee. The meeting was connected online to 21 districts, cities and towns.

MANY FIELDS ACHIEVE POSITIVE RESULTS

The meeting focused on discussing the socio-economic situation, state budget finance, public investment disbursement, administrative reform in the first quarter and key directions in the second quarter of 2024.

In the first quarter, agricultural production was stable, industrial production maintained growth momentum, estimated at 8.07% over the same period. Disbursed public investment capital reached 12.35%. Estimated budget revenue was VND5,904 billion, reaching 37.1% of the estimate.

As of March 20, the province has granted 18 new projects and adjusted 39 projects, with a total capital of more than VND 14,626 billion, the total newly granted investment capital increased 2.48 times over the same period. The cultural and social fields are focused on; National defense - security, social order and safety are maintained; Administrative reform is promoted.

At the meeting, leaders of localities and departments and branches focused on discussing the results of task implementation; in which, they focused on in-depth discussions on agricultural production solutions to respond to climate change, build new rural areas, promote production and business activities; connect labor supply and demand...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van De requested departments and branches to coordinate with localities to review and soon complete the Project on rearranging administrative units at district and commune levels for the period 2023-2025; speed up the implementation of the Khe Lai - Vuc Mau Irrigation Project and the Ban Mong Reservoir Project.

Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the units in charge to speed up the implementation of national target programs; advise the Provincial People's Committee on solutions to protect and restore Xop Lot tower in My Ly commune, Ky Son district and Ho Tung Mau's church in Quynh Luu district; advise the Provincial People's Committee to submit to the Provincial People's Council to amend Resolution 07 to support the development of community tourism.

Concluding the socio-economic content, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that in the first quarter, the province not only cared for people to celebrate Lunar New Year but also carried out socio-economic development tasks. However, the socio-economic development results of the province achieved many positive results.

In which, although the growth rate did not reach the target, there was an effort. Budget revenue exceeded the schedule, in which domestic revenue and export and import revenue were quite high. The result of public investment disbursement was higher than the same period. Investment attraction reached more than 14,626 billion VND, the total newly granted investment capital increased 2.48 times compared to the same period.

Social security is taken care of so that people can have a happy, healthy and warm Tet holiday. Activities in the fields of education, health care and job creation maintain positive results.

The province has focused on implementing key tasks and achieved initial results. Administrative reform has had positive changes. The work of ensuring national defense - security, order and social safety has been drastically implemented, maintaining a peaceful environment for the people, a stable environment for the goal of socio-economic development; completing the task of handing over and receiving troops.

Pointing out the shortcomings and limitations, the head of the Provincial People's Committee said that growth has not reached the target according to the scenario (6.21%/8.4 - 9.4%); production and business activities of enterprises continue to face difficulties. Site clearance and administrative procedures for some investment projects are still stuck and slow.

DETERMINEDLY PERFORM ASSIGNED TASKS AND TASKS

Emphasizing the direction and tasks in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels, sectors and localities to continue to promote high spirit and responsibility, make greater efforts, and carry out more drastic tasks in implementing socio-economic development goals, in conjunction with the tasks of each sector, field and locality; closely follow the leadership of the Provincial Party Committee, the Resolution of the Provincial People's Council and the direction and administration of the Provincial People's Committee, the scenario of 2024 to achieve the highest level of goals and targets.

In particular, the Agriculture sector directed agricultural production well, especially in the Spring and Summer-Autumn crops, disease prevention and control, and forest fire prevention and control. In addition, strictly implemented the Prime Minister's telegram on rabies prevention and control; directed coastal localities to combat illegal IUU fishing.

The Industry and Trade sector, together with other sectors and localities, will remove difficulties, promote production, connect supply and demand for goods, promote trade and export, increase growth, and in particular, closely follow and regularly update the implementation of the plan to implement the VIII Power Plan.

The sectors: Education and Training, Culture and Sports, Tourism pay attention to completing the school year program, organizing graduation exams well, organizing well the activities to celebrate the country's major holidays, President Ho Chi Minh's birthday; strengthen the promotion and promotion of tourism associated with holidays.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the sectors to continue focusing on completing key tasks: Developing a Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the province's development according to Resolution 39 of the Politburo; completing the draft Plan for implementing the Provincial Planning; completing 4 projects: Project to expand the administrative boundaries of Vinh city; Project to arrange administrative units at district and commune levels for the period 2023 - 2025; Project on job positions and Project to expand the Southeast Economic Zone.

On the other hand, sectors and localities focus resources and remove difficulties to implement key national projects in the province, including: North-South Expressway Project, Dien Chau - Bai Vot section; National Highway 7 Renovation and Upgrade Project; 500kV Power Line 3 Project; Ban Mong Reservoir Project; Khe Lai - Vuc Mau Irrigation Project.

Key projects of the province: Coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An); Vinh - Cua Lo Boulevard Project Phase 2; National Highway 7C Do Luong to Tan Ky Project. In addition, closely following the completion of procedures for strategic transport infrastructure projects, including investment in the construction of Cua Lo Deepwater Port and upgrading and expanding Vinh International Airport; Quynh Lap LNG Thermal Power Project; focusing on paying compensation for site clearance for the National Highway 1A Upgrade and Expansion Project in accordance with regulations.

Regarding budget revenue and expenditure, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Finance sector to review revenue items, ensure collection progress and sustainable revenue structure. Budget expenditure must be ensured, strict, economical, effective, in accordance with regulations and suitable for practice.

Considering that the results of public investment disbursement, although higher than the same period, there are still many units that have not disbursed or have low disbursement, the head of the Provincial People's Committee requested to regularly urge, evaluate, and monitor the capacity and commitment to disbursement progress of sectors, localities, and investors.

For the 3 national target programs, closely follow Resolution No. 111 of the National Assembly on a number of specific mechanisms and policies to implement national target programs for effective implementation.

Assessing that the province has many advantages in attracting investment, sectors and localities need to continue promoting positive results in recent years; continue to remove difficulties, support investors who have been granted Investment Registration Certificates, and are implementing projects in the area; continue to review and support investors to complete procedures to implement new projects, meeting the labor recruitment requirements of investors.

Localities, especially Dien Chau district and Hoang Mai town, are interested in site clearance to implement projects such as Tho Loc Industrial Park (VSIP II) and Hoang Mai Industrial Park II to create land to attract investment. The Department of Natural Resources and Environment is advising to speed up the progress of determining land prices.

The head of the Provincial People's Committee requested the Department of Home Affairs to advise and effectively implement administrative reform, especially administrative procedure reform, and strengthen administrative discipline and order. The Department of Information and Communications will deploy digital transformation tasks, advise on solutions to soon put the Provincial Intelligent Operations Center (IOC) into operation; and promote the implementation of models to implement Project 06.

To maintain stability in the area, localities should pay attention to resolving petitions and complaints from people right at the grassroots level, avoiding hot spots, complicated incidents, and mass complaints. The provincial police should coordinate with the Department of Information and Communications to properly handle network security issues, resolutely and strictly handle violators, and have no restricted areas; and study and expand Task Force 373 according to the actual situation in the areas.
