Chairman of the Provincial People's Committee Nguyen Duc Trung inspected the progress of key traffic projects.
On the afternoon of June 4, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected and worked on the implementation of key traffic projects in the province.
The delegation included comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; together with leaders of departments and branches: Provincial People's Committee Office, Transport, Planning and Investment, Finance, Natural Resources and Environment, Construction and leaders of localities where projects are implemented.

Chairman of the Provincial People's Committee Nguyen Duc Trung and the working delegation inspected the progress of the coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76. The actual total length of the route is 59.91km, with a total investment of VND4,651 billion, with the scale of a level 3 plain road.
The entire project has 8 bridges, including 5 large bridges: Hoang Mai Bridge 514m long, Lach Quen Bridge 642m long, Cua Thoi Bridge 887m long, Lach Van Bridge 755m long, Nghi Quang Bridge 410m long and 3 small bridges: Tan Long Bridge, Kenh Nha Le Bridge, Nghi Tan Bridge.

The project has been implemented since February 2022, with a total capital of VND 3,775 billion. To date, VND 3,108 billion has been disbursed, reaching 82.3%; in 2024 alone, more than VND 282 billion has been disbursed, reaching 34%.
The Department of Transport said that up to now, the implementation value has reached 79%, compared to the contract progress exceeding 7.3%, but still behind the department's directive plan by 3.5%. The reason is due to the rainy weather, the site clearance work in some sections has not been ensured according to plan. In addition, some contractors have not focused and determined in construction.

Localities have handed over 56.96km/59.91km of land, reaching 97%; 2.07km is still stuck. The Department of Transport requests localities: Hoang Mai town, districts: Quynh Luu, Dien Chau, Nghi Loc to focus on directing to complete the handover of the remaining land by June 30, 2024 at the latest.
Although the project is scheduled to be completed in February 2026, the Department of Transport has directed the construction to be completed in the fourth quarter of 2024. Of which, the roadbed construction must be completed before August 30, the road foundation must be completed before October 30, and the road surface must be completed before December 30.

Tan Long, Kenh Nha Le, Hoang Mai, Lach Van, Nghi Quang bridges will be completed in June 2024. Lach Quen, Cua Thoi, Nghi Tan bridges will be completed in December 2024.
Directly traveling along the route, stopping to inspect at Km12, Mai Hung commune section (Hoang Mai town) and Km28, Quynh Thuan commune section (Quynh Luu district), Chairman of the Provincial People's Committee Nguyen Duc Trung listened to reports on project progress and difficulties in project implementation.

Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that this is a key project, with sufficient and timely funding from the Central Government and the province. Therefore, Hoang Mai town and the districts of Quynh Luu, Dien Chau and Nghi Loc are requested to focus on resolving the issue and handing over the site before June 30, 2024. During the implementation process, localities will strive to ensure the highest benefits for the people in accordance with the provisions of law.
To ensure the project progress as committed, the Chairman of the Provincial People's Committee requested the Department of Transport to direct contractors to concentrate, arrange sufficient machinery, equipment, and human resources to speed up the project's construction, and strive to complete before December 30, 2024.

The Chairman of the Provincial People's Committee also assigned departments and branches, according to their functions and tasks, to prioritize time to handle local problems in compensation and resettlement work to soon complete the site handover.
In particular, localities must strengthen strict management of land use planning along the route to open up effective development space.

Next, Chairman of the Provincial People's Committee Nguyen Duc Trung and the working delegation went along the entire route to inspect the progress of the Traffic Road Project connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky).
The project is over 21km long, passing through the communes of Hoa Son, Thinh Son, Bai Son, Giang Son Dong (Do Luong district); Minh Thanh, Thinh Thanh communes (Yen Thanh district) and Ky Tan commune (Tan Ky district) with a total investment capital of over 739 billion VND.

Currently, this route has been opened, the construction value has reached 96% according to the contract. The accumulated disbursement to date has reached more than 604 billion VND, reaching 90%.
In the coming time, the project will complete the entire asphalt concrete pavement, the National Highway 48E intersection, the Ho Chi Minh Road intersection, and the lighting system and traffic control signals before June 30, 2024; to complete the handover of the project for operation in July 2024, 17 months ahead of the contract.

According to the Department of Transport, the site clearance work currently only covers the intersection of National Highway 48E and the intersection with Ho Chi Minh Road. Therefore, Do Luong and Tan Ky districts are requested to focus on directing the completion of the handover of the remaining section by June 15, 2024 at the latest.
After listening to the report, Chairman of the Provincial People's Committee Nguyen Duc Trung acknowledged and highly appreciated the efforts of the investor and contractor when in just 16 months, a large volume of construction was completed, expected to be 17 months ahead of schedule.

In the coming time, the Chairman of the Provincial People's Committee requested Tan Ky and Do Luong districts to focus on directing the completion of the handover of the remaining section by June 30, 2024 at the latest, especially making efforts to propagate and mobilize people to agree with the compensation plan, minimizing coercion. Localities must strengthen the management of planning on both sides of the road, to maximize the effectiveness of the project.
The investor directed the contractor to concentrate on machinery and construction workers to complete the route before June 30, 2024, and to complete the project before July 30, 2024. The province will arrange sufficient funding to implement the project. Thereby, when the project is completed, connecting with the existing N5 road will shorten the travel time from Tan Ky district to Vinh city by nearly 30 minutes and open up many development opportunities for localities along the route.
