Prime Minister Pham Minh Chinh: Implement 5 key points and 10 tasks to develop Hanoi in the coming time

On the morning of August 17, Politburo member and Prime Minister Pham Minh Chinh worked with the Standing Committee of the Hanoi Party Committee on the socio-economic development, security, defense, foreign affairs, especially production, business, public investment, infrastructure construction, import and export in the first 7 months of 2024, investment in social housing construction and the implementation of national target programs; tasks and solutions in the coming time.

Attending the meeting were: Politburo member, Secretary of Hanoi Party Committee Bui Thi Minh Hoai; Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; Ministers, leaders of central ministries and branches and Hanoi.

GRDP increased 1.16 times the national growth rate.

According to the Hanoi Party Committee, in the context of the global economy still having many fluctuations, the capital city of Hanoi has made efforts to overcome challenges and achieved encouraging results. Along with implementing regular tasks, the city focused on directing a number of key and strategic tasks, including completing the submission of the Capital Law (amended) approved by the National Assembly, the Capital Planning, and the Adjustment of the Capital Master Plan which has been commented on by the Politburo and the National Assembly.

The economy continues to grow, major balances are ensured, most socio-economic development indicators increase compared to the same period in 2023. In particular, GRDP in the first 6 months of 2024 increased by 6%, equal to 1.16 times the increase of the whole country. Total state budget revenue in 7 months reached nearly 324 trillion VND, equal to 79.2% of the estimate. Accumulated disbursement of public investment plan by the end of July 2024 reached more than 23 trillion VND, equal to 28.7% of the plan. Industrial production index increased by 6.2%. The city welcomed about 3.5 million tourists, up 33.2%. FDI attraction reached more than 1.37 billion USD. Export turnover reached 10.4 billion USD, up 10.8%...

Implementing the Government's Project 06, administrative reform, digital transformation, digital economic development, and digital society are being promoted. Urban planning, construction, management, and development have changed positively towards smart, green, and sustainable development. In the 2021-2025 period, the city is expected to complete about 1.1 million m²social housing floor, about 16,000 units.

The cultural and social sectors are given attention and promoted, and social security is comprehensively ensured. Hanoi is the first locality in the country to issue and implement Resolution 09 on the development of cultural industries in the 2021-2025 period. The city allocates investment resources to 3 areas: Culture, education and preservation and restoration of historical relics with nearly 50,000 billion VND.

The city has completed the new rural construction program 2 years ahead of schedule, with 100% of districts and communes meeting new rural standards; 20% of districts meeting advanced new rural standards; 40% of communes meeting advanced new rural standards; and 20% of communes meeting model new rural standards.

The city supports the implementation of the National Target Program on socio-economic development of ethnic minority and mountainous areas, with a budget of nearly VND 2,700 billion, basically completing 32/35 targets. The city allocates a capital plan of nearly VND 1,600 billion for the Sustainable Poverty Reduction Program and the poverty rate has decreased to 0.03%; basically there are no more poor households according to the city's poverty standards.

However, Hanoi is still facing a number of challenges. The average growth rate in the 2021-2023 period is lower than the 5-year plan target of 7.5-8.0%. Traffic congestion, water pollution in rivers, and air pollution in the inner city are urgent issues. The management of residence, management of foreigners, and management of business establishments with security and order conditions are still inadequate; the situation of fires and explosions is still complicated...

Hanoi requests the Government and the Prime Minister to pay attention to directing a number of contents related to the implementation of the 2024 Capital Law; have preferential policies and support investment for high-tech projects and projects that have a great impact on the city's socio-economic development. At the same time, promptly approve the Hanoi Capital Planning and the Hanoi Capital Master Plan Adjustment Project; allow piloting of smart urban development models in a number of urban areas; allow the implementation of urban reconstruction projects in the inner city; develop urban railways and regional connecting traffic routes; develop the Red River axis as the main spatial axis, so that the Red River space becomes "a new development symbol of the Capital" according to Conclusion 80 of the Politburo...

At the meeting, leaders of ministries, branches and Hanoi city discussed and assessed the socio-economic development situation and answered and clarified the contents that the city proposed and recommended to the Government and Prime Minister.

Pointing out a number of shortcomings, limitations, difficulties and challenges in GRDP growth rate, environmental pollution, traffic congestion, cultural promotion and development, administrative discipline, residence management, management of foreigners, management of business establishments with security and order conditions... of the city, the Prime Minister said that in the coming time, the world and regional situation is forecast to continue to develop in a complicated and unpredictable manner, with more difficulties and challenges than opportunities and advantages, significantly affecting the socio-economic development of our country. Therefore, the task is extremely heavy, but also extremely glorious, especially for the capital Hanoi, the heart of the whole country, the national political-administrative nerve center, a major center of culture, science, education, economy and international exchange.

Thoroughly implementing the viewpoint of developing the capital Hanoi as "Cultured-Civilized-Modern," with the spirit of "Hanoi for the whole country, the whole country for the capital Hanoi" as President Ho Chi Minh advised: "The whole country looks to our capital. The Prime Minister requested Hanoi to focus on five key areas: Ensuring macroeconomic stability, promoting economic growth, controlling inflation, ensuring major balances of the economy; removing difficulties for production and business, mobilizing all resources to develop the capital; promoting administrative procedure reform; ensuring social and environmental security; developing culture on par with the heroic and civilized historical and cultural traditions of Hanoi.

Specifying that 10 specific tasks must be carried out, the Prime Minister emphasized that Hanoi needs to continue to promote the disbursement of public investment capital; continue to renew traditional growth drivers such as investment, export and consumption; promote new growth drivers, especially green economy, digital economy, circular economy, knowledge economy, and sharing economy. At the same time, Hanoi is a pioneer in innovation, creativity, entrepreneurship, effectively using the achievements of the 4th industrial revolution, building a smart city; improving provincial competitiveness, especially the people's satisfaction index.

Along with that is solving urban infrastructure problems such as transportation, healthcare, education, society, environment, social security; paying attention to developing healthcare and education, not allowing shortages of medicine and medical supplies, not increasing textbook prices.

Hanoi must continue to promote production and business; review cultural and sports tasks worthy of the capital of a thousand years of civilization, a city for peace, a capital of conscience and human dignity. At the same time, focus on building a clean, strong, united, united Party and political system, improving the leadership capacity and fighting strength of Party organizations and Party members; focus on building and perfecting policies and laws to implement the Law on the Capital (amended); step up the fight against corruption, serving development; ensure national defense, security, safety and security of the people; promote foreign economic relations and international economic integration.
