Prime Minister issues telegram directing response to super typhoon Haiyan

On November 9, the Prime Minister issued Official Dispatch No. 1850/CD-TTg directing ministries, branches and localities to urgently respond to super typhoon Haiyan.

The above telegram was sent to: People's Committees of provinces from Binh Thuan to Quang Ninh; ministries of: Agriculture and Rural Development; National Defense, Public Security, Foreign Affairs, Transport, Information and Communications; Culture, Sports and Tourism, Health, Industry and Trade, Natural Resources and Environment; Vietnam National Oil and Gas Group; National Committee for Search and Rescue, Central Steering Committee for Flood and Storm Prevention and Control, National Center for Hydro-Meteorological Forecasting, Vietnam Television, Voice of Vietnam, Nhan Dan Newspaper, Office of the National Assembly, Office of the President.

The dispatch stated that super typhoon No. 14 (Haiyan) has entered the East Sea and is moving rapidly in the West-Northwest direction, with the possibility of changing direction along the Central provinces and affecting the Northern provinces.

This is a very strong storm with very complex developments. To proactively cope with the super storm, the Prime Minister requests ministries, branches, agencies and People's Committees of provinces from Binh Thuan to Quang Ninh:

Closely monitor the storm's developments; take all measures to notify and resolutely call on all vessels operating at sea to return to shore or to safe shelters; proactively implement sea bans and strictly control vessels operating along the coast, river mouths, tourist and transport vessels; organize guidance and arrange for anchoring of vessels; move and take measures to ensure safety for aquaculture cages; absolutely do not leave people on vessels and cages.

Organize tree pruning, bracing houses, buildings, warehouses, and wharves; have specific plans to evacuate people from estuaries, coastal areas, areas at risk of landslides, and unsafe housing; proactively let students stay home from school, postpone unnecessary meetings to focus on directing storm and flood prevention.

Review, inspect and immediately deploy measures to protect dykes, irrigation and hydroelectric dams; discharge water from irrigation and hydroelectric reservoirs to receive floods to ensure safety of works and downstream areas; inspect and implement well the warning information plan and evacuation plan for downstream areas when releasing floods.

Northern mountainous provinces must immediately deploy and review areas at risk of landslides, flash floods, and flash floods to proactively evacuate and relocate people to ensure safety.

Closely monitor the developments of storms, rains and floods after storms; proactively implement plans for urban drainage in major cities; proactively drain water in low-lying areas and take measures to prevent flooding to ensure winter-spring crop production.

Prepare rescue forces and means to respond promptly; prepare forces and means to guide and control traffic on deeply flooded roads, underground areas across rivers and streams, ensuring safety for people and vehicles.

Ministries and branches, according to their functions, tasks and actual situation, shall proactively implement the contents of Official Dispatch No. 1816/CD-TT g dated November 7, 2013 of the Prime Minister and the direction of the Prime Minister in Notice No. 408/TB-VPCP dated November 9, 2013.

The National Committee for Search and Rescue directed the preparation of rescue forces and vehicles to promptly respond when necessary.

Vietnam Television, Voice of Vietnam, Vietnam News Agency, and central and local media agencies need to increase broadcasting time to regularly report on developments of storms, rains, floods, and instructions from authorities so that localities and people know and proactively prevent and avoid them.

The Central Steering Committee for Flood and Storm Prevention and Control organizes regular meetings to monitor and summarize developments of storms, rains and floods, and urges ministries, branches and localities to implement measures to cope with storms, rains and floods./.
