Prime Minister: Strengthening the fight against high-tech cheating in the 2023 high school graduation exam
The Prime Minister has just issued a directive on strengthening direction and coordination in organizing high school graduation exams and university and vocational education admissions in 2023.
According to the directive, in recent years, high school graduation exams and university and vocational education entrance exams have been organized more seriously, objectively, honestly, and safely, basically meeting the set goals in assessing educational outcomes, student capacity, and admission requirements.
However, the organization of exams and university and vocational education admissions still has some shortcomings and limitations. Some localities and units are not proactive and determined, coordination is not smooth, tight and effective; communication work is still limited; the use of high technology to cheat in exams is increasingly sophisticated and complicated.
To organize wellhigh school graduation examRegarding university and vocational education enrollment in 2023, the Prime Minister requested the Ministry of Education and Training and ministries, ministerial-level agencies, and People's Committees of provinces and cities to fully perform their assigned functions and tasks.
Accordingly, the Ministry of Education and Training is required to fully and promptly issue documents directing, guiding, and planning the organization of the exam and admission to universities and colleges in the field of Preschool Education; ensuring that the exam questions are absolutely safe and accurate, meeting the requirements of the exam and admission.

Actively coordinate with ministries, branches and localities in organizing exams and promptly handling arising issues.
Promote the application of information technology to serve the organization of exams to ensure compliance with regulations, accuracy and safety.
Coordinate with the Ministry of Public Security and localities to effectively prevent and combat the use of high technology to cheat in exams.
Focus on effectively implementing inspection, examination, supervision of exams and enrollment.
The Prime Minister also requested the People's Committees of provinces and centrally-run cities to direct the implementation and take full responsibility for the exam in their localities.
Proactively have plans and fully prepare human resources, material resources, and other necessary conditions to organize the exam, especially in harsh and unusual weather conditions.
Implement disease prevention, environmental sanitation, food safety, and health care for candidates according to the instructions of health authorities.
Create favorable conditions for travel, food and accommodation for candidates and their relatives at examination sites, especially candidates in difficult circumstances, remote areas, ethnic minority areas, mountainous and border areas, and islands.
The Prime Minister requested the Ministry of Public Security to direct professional units and police of provinces and centrally-run cities to closely coordinate with the education sector and relevant agencies and units to deploy measures to ensure security and safety for the exam; strengthen effective prevention and combat of the use of high technology to cheat in the exam.
The Ministry of Health directs the implementation of disease prevention and control, environmental sanitation, food safety; prepares human resources, materials and other necessary conditions to ensure medical examination and treatment for candidates and those participating in the organization of the exam.
The Ministry of Education and Training also informed about the number of candidates registering for the 2023 high school graduation exam. In the 2023 high school graduation exam, the Ministry of Education and Training will implement online exam registration.

Accordingly, candidates studying in grade 12 for the 2022-2023 school year will register for the exam 100% online on the Exam Management System. For independent candidates, they will register for the exam directly at the exam registration unit as prescribed by the Department of Education and Training.
As of 5:00 p.m. on May 13 - the registration deadline, the total number of candidates who successfully registered for the exam was 1,025,166.
According to the plan, the results of the 2023 high school graduation exam will be announced at 8:00 a.m. on July 18. The recognition of high school graduation will be completed no later than July 20. The Departments of Education and Training will announce the high school graduation results no later than July 22.
Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the 2023 high school graduation exam will basically remain stable in the same direction as in 2022. 75% of the exam will focus on questions at the level of recognition and understanding. This means that students who have studied basic high school knowledge well, especially in grade 12, can do well on 75% of these questions.
This is also the best basis for evaluating results and considering high school graduation. The remaining 25% are questions at the application and high application levels, so that candidates can achieve scores of 8, 9, and 10.
