Prime Minister requests '3 companions, 5 supports' for businesses
On the evening of October 11, in Hanoi, Prime Minister Nguyen Xuan Phuc attended the launching ceremony of the emulation movement “Vietnamese Enterprises Integration and Development” and awarded the Thanh Giong Cup to outstanding entrepreneurs. The Prime Minister affirmed: Enterprises are an important part of creating wealth for society, creating jobs and prosperity for the country.
Attending the event were Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Thien Nhan, Vice President Dang Thi Ngoc Thinh, and leaders of a number of ministries, branches, and localities.

Hope businesses thirst for civilized enrichment
In many countries around the world, there are large enterprises that have become symbols and pride for the entire nation. Vietnam also has more and more typical enterprises and entrepreneurs bringing Vietnamese brands to the world. Currently, Vietnam has nearly 600,000 operating enterprises, with more than 91,000 newly established enterprises in the past 9 months.
“This is a positive signal, demonstrating that the Government’s policy of improving the business investment environment, encouraging start-ups, innovation, and enterprise development has gradually come into life, creating confidence in business,” said the Prime Minister. “We must strive to have over one million enterprises nationwide by 2020, and not only will the number increase, but the quality of business operations must also be strongly improved.”
The Prime Minister said that Vietnam is entering a new phase, requiring the economy to have a fundamental shift in quality, efficiency, and competitiveness for successful integration and sustainable development. The Government is resolutely restructuring the economy, innovating the growth model, and cannot continue to think in the old way, and cannot develop based only on exploiting natural resources or cheap labor. Vietnam needs to develop at a higher level, climbing the ladder of the global value chain. That is a development based mainly on innovation, on advanced technology and high productivity. To do this, Vietnamese enterprises must play a pivotal role.
Nowadays, the country with many enterprises participating in the global value chain will gain many benefits in international economic integration. To participate in the global value chain, enterprises must keep up with regional and international standards, and entrepreneurs must be dynamic, creative, knowledgeable and dare to face integration to reach out to the big sea.
“We must do our best so that Vietnamese enterprises can grow at home, reach out to the world and succeed. The Government hopes that entrepreneurs and enterprises will have the same aspirations, strive to enrich civilization, promote the entrepreneurial spirit, creativity, and social responsibility to build a rich and prosperous Vietnam,” the Prime Minister expressed, emphasizing that the Government’s policy on enterprise development in the current context of deep integration is to nurture and support Vietnamese enterprises with the capacity to compete in the international market, to form famous Vietnamese products and brands of regional and world stature, and to promote enterprises to participate in global value chains and distribution networks.

The Prime Minister will regularly listen to the voice of businesses.
“To concretize this policy of the Government, I request ministries, branches and localities nationwide to implement '3 companions, 5 supports' for businesses,” the Prime Minister requested.
The three companions are to accompany the promotion of administrative reform, improve competitiveness; to accompany the improvement of institutions and laws in areas such as import and export, tax, land, construction, credit, investment, etc. to ensure publicity, transparency, reduce costs for people and businesses, protect the legitimate rights and interests of businesses; to accompany and well implement the dialogue mechanism, consult opinions of businesses, especially in the process of building, organizing the implementation of policies, laws, strategies, planning, plans for industry and sector development, regional and local economic development. The voice of businesses will be listened to regularly by the Prime Minister.
The five support areas are: Support for startups and innovation; support for improving operational efficiency; support for creating a favorable environment, ensuring equal business rights, access to resources and opportunities; support for building product brands associated with businesses; support for training and fostering human resources.
With the spirit of innovation, creativity and integration, the Prime Minister also requested ministries, departments, branches, localities and emulation and reward councils at all levels to continue to innovate emulation and reward work, honor and promote typical businesses and entrepreneurs with good, creative and effective ways of doing things, making great contributions to society.
The Prime Minister called on each enterprise and businessman to promote patriotism, national pride, join hands, unite, demonstrate political courage, intellectual courage, gather the strength of the times of the Vietnamese business community, strive to overcome difficulties and challenges to continue starting a business and developing sustainably, enriching themselves, for the growth of the business community, for the prosperity of the country in the current trend of international integration.
Enterprises receive entrepreneurial fire from the Government and Prime Minister
“We promise to carry out the key tasks of the patriotic emulation movement assigned by the Prime Minister, which are solidarity, cooperation, innovation, creativity, compliance with the law, integrity, and full implementation of social responsibility and business culture,” VCCI Chairman Vu Tien Loc, representing the business community, pledged. “These four tasks are like the four pillars of the business house. The four engines for the Vietnamese business train to steadily move towards the goal of the country having over 1 million effectively operating businesses by 2020.”
Expressing his gratitude to the Prime Minister for assigning the task to ministries, branches and localities to carry out "3 companions, 5 supports" with the business community, Mr. Vu Tien Loc expressed his belief that the Prime Minister will be determined, the Government will accompany and businesses must move forward.
With the attention of the Prime Minister and the Government to the business community, Mr. Vu Tien Loc recognized that 2016 will be the first year that the number of newly established businesses in Vietnam exceeds 100,000.
Mr. Vu Tien Loc said that, at the proposal of VCCI, the Global Startup Network, an organization with members from 150 countries and territories, voted and decided to award the 2016 National Startup Award to Vietnam. This is the recognition of the international community for the efforts to build a startup ecosystem in Vietnam, which the Prime Minister and the Government are the ones who lit the fire. However, Mr. Loc said that spreading this fire to all levels of government so that the heat and urge for reform reach the clerks and security guards in public places and at the grassroots level is not easy.
“We, the Vietnamese business community, are deeply aware that creating jobs for workers is our noble mission to the Fatherland. We hope that the entire political system will support and facilitate businesses to carry out this mission,” Mr. Vu Tien Loc shared and sent a proposal to the Prime Minister: Take the criterion of creating jobs as the main indicator to evaluate the contributions of businessmen to the country, so that they can be awarded the titles of brave and heroic. If a business creates 10 decent jobs for workers, the commune level should recognize it, if it creates 100 jobs, the district level should honor it, and if it creates 1,000 jobs, the province should honor and recognize it. If it creates 10,000 decent jobs, the Prime Minister and the Government will honor them as brave and heroic.
