Prime Minister requests to ensure traffic order and safety during Tet
The Prime Minister has just issued Official Dispatch 1882/CD-TTg on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2018.
The dispatch stated that in order to ensure order and traffic safety for people to enjoy the New Year, Lunar New Year and Spring Festival 2018, the Prime Minister requested the Ministry of Transport to direct units under the Ministry and Departments of Transport to make specific plans and take measures to organize transportation to ensure good service for people's travel needs; improve service quality, publicly post ticket prices according to routes, times and types of services, promote the application of electronic ticket sales...
Inspection units must detect and strictly handle transport businesses that carry too many passengers, increase ticket prices against regulations, force passengers to use services, and illegally transfer passengers; and create all transportation conditions so that people can return home in time to celebrate Tet with their families.

The Ministry of Transport directs units under the Ministry and the Departments of Transport to speed up the progress and upgrade, repair, renovate and maintain traffic infrastructure, ensuring the quality of the works; organize reasonable traffic flow on key traffic routes, routes connecting to major traffic hubs such as Tan Son Nhat and Noi Bai airports; Saigon Railway Station, Hanoi Railway Station; Eastern Bus Station...; absolutely not allow traffic congestion at toll stations; strengthen safety measures at intersections between roads and railways, river crossings, bus stations, and wharves serving tourism and festivals; suspend the operation of illegal wharves, vehicles that do not meet safety standards, life-saving equipment, or carry more people than prescribed; review and fix black spots of traffic accidents; complete the upgrading, repair and maintenance of key traffic routes before January 31, 2018.
The Ministry of Transport directs its units and the Departments of Transport to strengthen inspection of technical safety of vehicles, especially passenger vehicles by road, waterway and air; promptly detect and suspend the operation of vehicles that do not ensure technical safety and environmental protection; and use data from vehicle tracking devices to handle violations.
Units coordinate with media agencies to strengthen propaganda of traffic safety regulations, guide traffic rules and skills on highways; provide information to guide people traveling by air and rail to ensure schedules, limit the number of people picking up and dropping off at stations and airports, especially at Tan Son Nhat Airport.
The Ministry of Public Security directs the Public Security of units and localities to: establish and deploy a plan for peak patrols, control, and handling of violations of traffic order and safety during the New Year, Lunar New Year, and the 2018 Spring Festival, with plans to immediately handle acts that directly threaten traffic safety such as: overloading, exceeding the prescribed number of people, violating alcohol concentration, speeding, etc.; prevent and suppress illegal racing, violations of the law that cause insecurity and disorder at toll stations; inspect and strictly handle vehicle owners and drivers of passenger cars, trucks, and inland waterway vehicles that violate regulations on conditions for transport business, pick up and drop off passengers at the wrong places, vehicles with expired registration, or expired traffic participation period.
The authorities will inspect and prevent the illegal transportation of fireworks, flammable and explosive materials, and the transport of motorbikes without fully draining fuel in the cargo hold of passenger cars; strengthen the inspection of waterway traffic safety on key transport routes from shore to island, river crossings, tourist sites, and festivals. Strengthen the force to ensure absolute security and order before, during and after the Lunar New Year and the Spring Festival 2018.
Units are arranged to be on duty on key traffic routes, complex traffic areas with high risk of congestion; coordinate with the transport sector to have plans to organize and regulate traffic, be ready to promptly clear and rescue when incidents and accidents occur, and not let prolonged congestion arise, especially on the first and last days of the Tet holiday on main routes in and out of Hanoi and Ho Chi Minh City; routes connecting to key traffic hubs (train stations, airports, ports, etc.).
The Ministry of Information and Communications directs to strengthen information and propaganda on ensuring traffic order and safety during the New Year, Lunar New Year and Spring Festival 2018; focus on propagating the causes of traffic accidents during Tet to prevent them; measures to limit motorcycle and motorbike accidents in rural areas, measures to prevent passenger car accidents, mountain pass accidents, boat accidents, and railway crossing accidents; propaganda slogans "If you drink alcohol or beer - do not drive", "Do not speed, overtake recklessly, or change direction suddenly", "Do not use the phone while driving", "Wear seat belts in cars".
Vietnam News Agency, Vietnam Television, and Voice of Vietnam have plans to promote traffic safety during the New Year, Lunar New Year, and Spring Festival 2018 with rich and attractive content, promptly updating the situation of traffic accidents and traffic jams during Tet holidays in news bulletins; and promoting and broadcasting traffic safety messages during Tet.
The Ministry of Education and Training directs educational institutions to strengthen traffic safety education for students; universities and colleges to proactively coordinate with transport companies to organize the sale of train and bus tickets at schools for students returning home for Tet; arrange time for students at universities and colleges to take Tet holiday and return to school appropriately, reducing traffic pressure before, during and after Tet.
The Ministry of Health directs the Departments of Health and medical examination and treatment facilities nationwide to increase medical staff, vehicles, equipment, medicines and blood to ensure the highest capacity in rescuing traffic accident victims, minimizing human damage in the event of traffic accidents.
Member agencies of the National Traffic Safety Committee, the Central Committee of the Vietnam Fatherland Front and socio-political organizations direct the promotion of propaganda, mobilization and dissemination of laws on road, railway and inland waterway traffic to all classes of people, to cadres, members and union members to raise awareness of traffic law compliance, take measures to prevent and avoid accidents on motorbikes, motorbikes, ferries and railway crossings; strictly wear helmets when riding motorbikes and motorbikes; implement "If you have drunk alcohol or beer - do not drive", "Do not speed, recklessly overtake, or suddenly change direction"; do not carry more people than prescribed; observe safety when crossing railways, and comply with safety regulations when riding ferries.
The National Traffic Safety Committee announced the hotline number on mass media to receive feedback on traffic accidents and traffic jams during the New Year, Lunar New Year and Spring Festival 2018; at the same time, directed and coordinated with relevant agencies to promptly resolve and overcome. Established inspection teams to ensure traffic order and safety in key localities and areas; urged the implementation of the Plan to propagate, mobilize and handle violations of regulations on alcohol concentration for drivers of road motor vehicles in the period 2016-2020.
People's Committees of provinces and centrally run cities: have specific plans, direct the synchronous and effective implementation of measures to ensure traffic order and safety to serve people during the New Year, Lunar New Year and Spring Festival 2018 in accordance with local conditions, focusing on national highways, rural and mountainous areas and festival venues in the area.
Actively coordinate with agencies and units of the Ministry of Transport and local organizations to organize vigilance or guard posts at level crossings and self-opened paths with high risk of traffic accidents.
The People's Committees of Hanoi and Ho Chi Minh City have plans to organize and regulate traffic, arrange sufficient forces and vehicles, and be on duty on key traffic routes and main routes into and out of the city; carry out traffic diversion in complex traffic areas, promptly clear congestion when it occurs, and prevent congestion from lasting, especially on the first and last days of the Tet holiday.
The Prime Minister requested the announcement of a hotline number to receive feedback on passenger transport and traffic order and safety in localities; urge, inspect and report implementation results to the National Traffic Safety Committee for synthesis and reporting to the Prime Minister./.
