The Prime Minister requested the Minister of Education and Training and Chairmen of People's Committees of provinces and centrally-run cities to urgently review and grasp each specific case, and have practical and effective support solutions, so that no student has to drop out of school due to the inability to pay tuition fees and ensure a minimum living standard. In case of difficulties or problems beyond their authority, report to the Prime Minister.

The Ministry of Education and Training shall compile specific statistics for each locality and each school on the number of students who have been admitted to universities and colleges but are unable to attend school, and the number of students studying at universities and colleges who have had to drop out due to difficulties in paying tuition fees and ensuring a minimum living standard, and report to the Prime Minister.

The above work aims to effectively implement the policies of the Party and the State, creating conditions for all students who have been admitted to universities and colleges nationwide, but have difficult family circumstances, to be able to study at universities and colleges until graduation. No students who have been admitted but cannot attend school or students who are studying must drop out of school because they cannot pay tuition fees and ensure a minimum living standard.
