Prime Minister requests not to let debt accumulate in basic construction

Prime MinisterrequestIt is necessary to focus capital allocation on bidding packages that apply designated bidding, have signed contracts, have been completed and handed over for use before December 31, 2011, but have not yet allocated enough capital to make final payments in 2012, and not leave outstanding debts in basic construction.

The Prime Minister's document clearly states that ministries, branches and localities with projects and bidding packages implementing designated bidding according to document No. 229/TTg-KTN dated February 16, 2009 shall direct the implementation of these projects in accordance with the Prime Minister's direction in Directive No.1792/CT-TTgOctober 15, 2011 on strengthening investment management from state budget capital and government bond capital.

The Prime Minister requested that for bid packages applying designated bidding, having signed contracts, completed and handed over for use before December 31, 2011 but not yet allocated enough capital, it is necessary to focus on allocating capital for these bid packages to make final payments in 2012, not leaving any outstanding debt in basic construction.

For bidding packages applying direct bidding, signed contracts that are in progress and not yet completed in 2011 and need to be continued in 2012, priority should be given to arranging capital to ensure completion and putting into use in 2012.

As for bidding packages applying newly signed contracts but not yet implemented, they will be handled by extending the progress, temporarily suspending implementation or converting to another form of investment to ensure the effectiveness of the project and bidding package.

For bidding packages that have applied for designated bidding but have not yet carried out the designated bidding procedure and have not yet signed a contract with a contractor, it is recommended to stop continuing to implement designated bidding and switch to the form of selecting contractors in accordance with the provisions of the Law on Bidding, Decree No.85/2009/ND-CPOctober 15, 2009 of the Government. In case capital cannot be arranged, the progress will be extended, implementation will be temporarily suspended in 2012 or converted to another suitable form of investment.

The Prime Minister assigned the Ministry of Planning and Investment to organize inspection and urge the implementation of the above contents, and report to the Prime Minister for instructions if necessary.
