Prime Minister requests review of public headquarters used for improper purposes

The Prime Minister requested ministries, branches and localities to review all public assets and office buildings that are not in use, used inefficiently or used for the wrong purpose to decide on handling, and to avoid waste and loss of State assets.

Prime Minister Pham Minh Chinh has just signed an Official Dispatch requesting ministries, branches and localities to promote thrift practice and combat waste (THTK, CLP).

Accordingly, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and cities to focus on implementing tasks and solutions.

Eliminate the "ask-give" mechanism

The Prime Minister noted the need to minimize administrative procedures and compliance costs, creating the greatest convenience for people and businesses; shifting from pre-inspection to post-inspection, eliminating the "ask-give" mechanism; decentralizing and delegating authority to competent agencies and localities to resolve and take responsibility...

In addition, the head of the Government also emphasized the need to build a culture of preventing and combating waste, making the practice of thrift and combating waste voluntary; promptly commending and rewarding typical examples in practicing thrift and combating waste; and implementing measures to protect those who provide information about waste detection.

In particular, the Prime Minister pointed out the need to strengthen the organization of thrift practice and combat waste in all fields.

Specifically, regarding state budget management, the Prime Minister noted a series of issues such as thoroughly cutting regular expenditures and non-urgent spending tasks to reserve development investment spending, especially important and essential socio-economic infrastructure projects...

In addition to strengthening inspection, examination, supervision and transparency in the use of regular expenditure funds, the Prime Minister requested timely removal of obstacles in the implementation of financial mechanisms of public service units; streamlining focal points, overcoming overlaps, dispersion and duplication in functions and tasks of public service units.

The Prime Minister also issued a series of instructions related to the management and use of public investment capital, such as focusing on resolving backlog projects, stopping construction, urgently completing and putting them into use to prevent waste and loss.

Notably, the Prime Minister requested timely handling of difficulties and obstacles, thoroughly resolving long-standing problems to speed up the progress of important and key national infrastructure projects, preventing loss and waste; promoting the application of information technology in managing, monitoring and supervising the progress of public investment projects...

General inventory of public assets at agencies, organizations and units

Regarding the management and use of public assets, the Prime Minister noted the modernization of public asset management, the construction of a component database to connect to the National Database on Public Assets; and the strengthening of inspection, examination, and supervision of the management and use of public assets at agencies, organizations, and units.

Ministries, branches and localities shall review all public assets and working offices that are not used, used ineffectively or used for the wrong purpose to decide on handling according to their authority or to report to competent authorities for decision on handling according to regulations, to avoid waste or loss of State assets.

This work must synthesize the review and processing results and send them to the Ministry of Finance before December 8, 2024 for synthesis and reporting to the Prime Minister before December 15, 2024.

Ministries, branches and localities shall direct and strictly organize the general inventory of public assets at agencies, organizations and units; infrastructure assets invested and managed by the State according to the Project approved by the Prime Minister to ensure progress according to plan.
