Prime Minister requests to facilitate people in innovation of high school exams

On January 30, at the January 2015 Government meeting, giving opinions on innovations in the national high school exam, Prime Minister Nguyen Tan Dung requested the Ministry of Education and Training to coordinate with localities to calculate to ensure maximum benefits for students.

Prime Minister Nguyen Tan Dung emphasized the viewpoint of innovation in examinations, organizing exams to achieve goals, requirements, and quality but must create the most favorable conditions for the people. At least it must be equal to the present.

With such a common spirit, the Prime Minister directed the leaders of the Ministry of Education and Training to discuss carefully, calculate all cases and work directly with provincial leaders on plans to organize and transport students to exam clusters in a convenient and safe manner, because when sending students from one province to another, there are many risks.

Discussing the draft regulations for the high school exam that the Ministry of Education and Training is seeking opinions on, Deputy Prime Minister Vu Duc Dam said that among the three graduation exam subjects (candidates retaking the exam for university admission; candidates taking the graduation exam and university admission; candidates only taking the graduation exam), although there are still some different opinions, basically the new regulations have created more favorable conditions for the first two subjects in terms of both exam scores (increased from 5 points to dozens of exam clusters) and university admission wishes (from 4 wishes to a maximum of 16 wishes).

However, for candidates who only take the exam to obtain a high school diploma (accounting for about 20% of the total number of candidates participating in the national high school exam), they are affected because instead of taking the exam at school, candidates now have to travel to a centralized exam cluster, or even to another province to take the exam. Having to travel long distances, especially in mountainous provinces, causes many difficulties for these candidates, including many poor candidates.

Deputy Prime Minister Vu Duc Dam said: “Our policies have affected a part of the population, so we need to consider them very carefully and have really good solutions. If there is a plan to organize more exam clusters in the province, there must be solutions to pick up and drop off the children, because most of them are from poor families and have many difficulties. The Ministry of Education and Training has noted the comments on the draft regulations in the press, but due to circumstances, these people often do not have the opportunity to express their opinions. This is a point we pay close attention to, the Ministry needs to consider carefully.”
